Most of it is already rolling out, but gradually. There's no single release date, and the post says timing varies by device and region. Here's what has dates:
New Windows Search with actions: in the Windows Insider preview now, and rolling out to everyone later this year.
Ink Canvas: available now in the Microsoft Store for supported touch devices.
Xbox 25-game bundle: only with an eligible new Windows 11 PC bought in the US between Nov 2 and Dec 31, 2026. You claim it in the Microsoft Store app by Nov 30, and you have until Feb 12, 2027 to activate it.
The 20% speed and memory improvements, new Photos app, phone integration, and haptics: described as "beginning to roll out broadly," with no exact dates. The speed numbers are measured on OS build 26300, which has been in Insider testing. They should reach regular users through normal Windows Update over the next few months.
