If you really want to win your lower rank games always go collector, it has the most value to snowball and win your games. Especially for the KS (kill secure), and execute dmg with your Infernum ultimate later on.

Aphelios is the only adc that has lethality in his kit, which makes it extra valueble. Trust me ive done many 1v1's and collector always makes the difference compared to c44 and stormrazor.

Stormrazor would be good vs Ziggs, Viktor and Syndra. Other than that no. Trust me otherwise you can easily lose 1v1's that ur not supposed to lose if u lack that lethality and execute dmg.

Either Mercurial 5th or BT or GA, you can choose. Mercurial usually feels best with extra move speed and cleanse.
