@GergelyOrosz I worked in Italy for many years, the reasons are mostly these: taxes are huge, bureaucracy is complex, tech environment is different rarely companies use agile or know about, lack of use of testing in general, CI/CD, because it's almost all based in who's the cheaper consultancy

@mariamchec I think is also important to understand the context of the team itself, empowerment requires responsibility, if the team is experienced enough providing such freedom becomes easier, if is too junior empowerment becomes harder but not impossible within certain boundaries

@mariamchec IMO this depends a lot of the company culture and the requirements and needs of the company for the role, Ex: if a company culture where failing is assumed as something wrong makes EM or team leads be afraid of making changes and providing less freedom to the team

@joaoqalves Software as many other sectors is made of too many small pieces to put together, so those roles make sense in many cases also with the raise of more no code low code this thought will become more present I guess. So probably is not a problem but just a change
