what caw is can only be understood if you decipher the caw riddles. plain and simple
the deployer of the riddles (ryoshi I suspect), made it so anyone can decipher them. this is still the case. but its very hard to fully decipher.
the riddle explicitly explains the manifesto is not its main sole purpose rather its a decoy or a distraction specifically a red herring and it advises us to beware of this.
