प्रसार भारती एक्ट में 2012 के संशोधन ने कर्मचारियों को दो वर्गों में बांटा:

1. _Section 11(1) और 11(2)_: 'deemed deputationist' कर्मचारी
2. _Section 11(5)_: 5 अक्टूबर 2007 के बाद सीधे प्रसार भारती द्वारा नियुक्त कर्मचारी

5 अक्टूबर 2007 की कट-ऑफ तिथि को मनमानी माना जा रहा है, जिससे कर्मचारियों के बीच असमानता बढ़ी है।
