RE: DIRECTIVES ON LOCAL GOVERNMENT TRANSPARENCY, PUBLIC ACCOUNTABILITY, COMMUNITY PRODUCTIVITY AND REGULATION OF ALCOHOL AND BETTING OPERATIONS

All LC5 Chairpersons, City Mayors, Division Mayors and Council Speakers are hereby directed to implement the following measures with immediate effect:

1. ALLOW PRESS ACCESS TO ALL COUNCIL SITTINGS

All councils should allow members of the press access to council sittings, just as Parliament allows media access to its proceedings. This is intended to promote transparency, accountability and public awareness, enabling citizens to follow debates, decisions and the conduct of public business in their respective local governments.

2. DISPLAY APPROVED BUDGETS ON THE MAIN COUNCIL NOTICE BOARD

All local governments shall display their approved budgets on the main council notice board and other accessible public notice boards. This will enable members of the public to know what has been budgeted for their respective areas and follow up on the implementation of projects and services, thereby promoting people-led audits, transparency and accountability.

3. PROTECT PERSONS UNDER 18 YEARS FROM ALCOHOL

Bar owners, shop owners and operators of Malwa joints or other alcohol-selling establishments who sell or supply alcohol to persons under 18 years of age should be arrested and prosecuted in accordance with the law. Local authorities and security agencies should strictly enforce this requirement, and establishments found repeatedly violating the law should face appropriate sanctions.

4. STOP EARLY-MORNING ALCOHOL CONSUMPTION

Local leaders should take the lead in discouraging early-morning alcohol consumption and work with security agencies and enforcement teams to ensure that bars and alcohol outlets do not operate in a manner that encourages people to spend their mornings drinking instead of working.

This is intended to address idleness, family problems and rising crime associated with excessive alcohol consumption in communities, while promoting a productive and responsible population.

5. BARS AND MALWA JOINTS SHOULD OPEN AFTER 3:00 P.M. ON WORKING DAYS

Bars, Malwa joints and other alcohol-selling establishments should not open before 3:00 p.m. on working days, subject to applicable national laws, licensing requirements and lawful local government regulations.

6. ENFORCE LAWFUL OPERATING-HOUR DIRECTIVES

Bars and alcohol outlets that repeatedly defy lawful operating-hour directives should be closed, and appropriate enforcement action should be taken against persistent offenders in accordance with the law.

7. REGULATE BETTING OPERATING HOURS

Local governments should regulate the operating hours of betting companies within their respective jurisdictions in accordance with applicable laws and regulations, with the aim of protecting communities, particularly young people, from harmful practices associated with excessive betting.

IMPLEMENTATION AND ENFORCEMENT

Joint security teams, council enforcement officers and other relevant authorities shall support local governments in the implementation and enforcement of these directives.

All responsible local government leaders are expected to take personal leadership in ensuring compliance & reporting challenges in implementation through the appropriate channels.

Let us put the interests of our people first, promote transparency & accountability in local government, protect our children, encourage productivity and restore discipline in our communities.

Today, I had the privilege of delivering the keynote address at the 2nd Sitting of the 8th Uganda National Youth Parliament, organized by @UG_FarajaAfrica.

It was a truly humbling and full-circle moment. My leadership journey did not begin in Cabinet; it began on youth parliamentary platforms just like this one, where young people are empowered to debate, lead, and shape the future of our nation.

Speaking under the theme, “Different Contexts, Common Aspirations,” I challenged the Youth Members of Parliament to lead with integrity, discipline, and purpose. True leadership is not defined by titles or visibility, but by service, character, and the courage to faithfully represent the hopes and aspirations of the people.

I reaffirmed Government’s unwavering commitment to expanding opportunities for young people through quality education, decent employment, enterprise development, and responsive institutions. I also encouraged the House to go beyond identifying challenges by presenting practical, evidence-based solutions capable of shaping policy and transforming lives.

The National Youth Parliament continues to demonstrate that organized youth engagement delivers tangible results. Previous resolutions calling for tax incentives for youth-led start-ups and stronger anti-corruption measures were advanced through @UPFYA_2008 to the Floor of Parliament, where they informed policy discussions and legislative action. This is a powerful reminder that your resolutions are not merely symbolic, they are catalysts for meaningful institutional reform.

As the Ministry, we remain committed to reviewing your resolutions, coordinating across government, and translating your ideas into impactful policy. Together with our statutory institutions, civil society, and development partners, we will continue moving from dialogue to action and from aspiration to lasting impact for Uganda’s young people.

The Inspector General of Police, @igp_ug1 , this afternoon addressed a meeting of Local Government and City leaders organised by the Ministry of Local Government at Imperial Hotel, Kampala.

In his remarks, the IGP urged the leaders to support and take ownership of policing initiatives, particularly the Sub-County Policing Model, noting that effective policing requires strong partnerships between the Police and local leadership.

He called upon the leaders to work collectively to enhance service delivery and to ensure that security considerations are integrated into all development planning and implementation frameworks.

The IGP further urged local governments to prioritise security in urban planning by designing well-structured urban layouts, approving building plans that incorporate safety measures, and constructing markets with anti-crime infrastructure. He noted that this approach aligns with the Area Policing Concept currently being rolled out across the country to enable a faster and more effective response to crime and emergencies.

He emphasised that close collaboration between the Police and local governments is essential in addressing emerging security challenges, including agricultural crime, urban crime, domestic violence, cybercrime, alcohol and drug abuse, and land-related conflicts.

The Inspector General of Police concluded by thanking the Minister of Local Government, Hon. @BalaamBarugahar , for the opportunity to address the leaders and reaffirmed the Uganda Police Force's commitment to working closely with local governments to promote peace, security, and sustainable development.

I joined the family of Hon. Steven Bamwanga, friends, colleagues, and fellow mourners in celebrating the life of the late son Marvin Kakuru Bamwanga today at All Saints' Cathedral, Nakasero, who died in his sleep on Sunday.

At the age of 42, Marvin was still young, and his demise teaches us an important lesson: the true value of life is not measured by how many years we live but by the mark and impact we leave on our society.

The love, friendships, and goodwill he cultivated throughout his life were evident in the overwhelming number of friends who are standing with the family throughout this period of grief and those who turned up for today's service.

This should inspire us to live lives of purpose and to make a positive impact beyond ourselves and our families.

May the Almighty comfort the bereaved family, grant them strength during this difficult time, and receive Marvin's soul into eternal peace.
