आईएएस रिंकू सिंह राही जालौन में एसडीएम न्यायिक के पद पर तैनात हैं.. कुछ दिन पहले उन्होंने इस्तीफा दे दिया था.. किसी तरह वो बवाल शांत हुआ तो अब उन्होंने चिट्ठी लिखकर एक दूसरा बवाल खड़ा कर दिया है..

आईएएस रिंकू सिंह की इस चिट्ठी से साफ है कि सरकारी सिस्टम में ईमानदारी से काम करना कितना मुश्किल है..
वो लिखते हैं, आम जनता के हित और सरकारी कामों की निरंतरता के लिए मैंने कई मौकों पर व्यक्तिगत मान्यताओं और अंतरात्मा के प्रतिकूल व्यावहारिक संतुलन अपनाने का प्रयास किया.. विधायक गौरी शंकर वर्मा के सामने डीएम ने आदेश दिया की तहसील क्षेत्र में अवैध कब्जों और अतिक्रमण के मामले में कोई कार्रवाई न की जाए..
इस आदेश की उपेक्षा की जगह मैंने बीच का रास्ता निकालते हुए सिर्फ प्राप्त शिकायतों पर ही नियमानुसार कार्रवाई शुरू की.. नतीजा ये हुआ कि शिकायतें बढ़ने लगीं.. और शिकायतों का फर्जी निस्तारण होने लगा..
रिंकू सिंह लिख रहे हैं कि जनपद की रैंक ऊपर रखने के लिए आईजीआरएस और एंटी भू माफिया के मामलों का फर्जी निस्तारण स्वीकार करने के लिए मजबूर किया गया.. इसका भी रास्ता मैंने निकाला, लेकिन मना कर दिया गया..
कैबिनेट मंत्री स्वतंत्र देव सिंह के नाम से अवैध कब्जे की जांच को लेकर ब्लॉक प्रमुख रामराजा निरंजन ने साजिश करके विवाद किया जिसके चलते मेरा तबादला कर दिया गया..
उन्होंने लिखा, ईमानदार पृष्ठभूमि वाले अधिकारी को जब ऐसे परिणाम का सामना करना पड़ सकता है तो अन्य अधिकारी और कर्मचारियों की स्थिति तो और भी चुनौती पूर्ण हो सकती है.
रिंकू सिंह ने पहले भी कहा था, काम नहीं तो वेतन नहीं.. अपने पत्र में उन्होंने लिखा, एसडीएम न्यायिक के तौर पर कोर्ट में उन्हें 2 घंटे काम करना होता है.. कोर्ट के बाहर फाइल्स को समझने और कानूनी कार्य करने के लिए चार घंटे और लग जाते हैं.. अगर रोज काम के 8 घंटे माने जाए तो भी यह 50 फीसदी ही है..
उन्होंने लिखा कि अभी वो आधा ही काम कर रहे हैं इसलिए उन्हें वेतन भी आधा ही दिया जाए..
रिंकू सिंह ने डीएम के जनता दर्शन की भी पोल-पट्टी खोली है..
उन्होंने लिखा कि जनता दर्शन में डीएम साहब के साथ बैठना होता है.. हालांकि, डीएम साहब शिकायतों के निस्तारण का दिखावा ही करते हैं जिससे अंतर्मन को ठेस पहुंचती है.. इसलिए डीएम साहब के साथ जनता दर्शन में समय गुजारना खुद को धोखा देना है..
उन्होंने पत्र में लिखा है कि जब नौकरी के शुरुआती दौर में ही एक तहसील जैसे छोटे से प्रशासनिक क्षेत्र में नियमित एसडीएम के रूप में काम करने का मौका नहीं मिल रहा है तो आगे क्या मौके मिलेंगे!! वर्तमान हालात ऐसे है कि भविष्य में सीडीओ, नगर आयुक्त, डीएम जैसे पदों के लिए मेरी उपयोगिता के मूल्यांकन को प्रभावित कर सकते हैं.
उन्होंने लिखा कि डीएम साहब ने मुझे एसडीएम न्यायिक के पद पर तैनात किया है, अगर मुझसे कोई गलती हुई हो.. जिसके लिए मैं जिम्मेदार हूं तो मुझे नियमानुसार दंडित किया जाए.. और दंड की कार्रवाई पूरी होने के बाद अगर संभव हो तो उन्हें सीखने के लिए कैपेसिटी बिल्डिंग के समान और पर्याप्त मौके उपलब्ध कराने के लिए जालौन की किसी तहसील में नियमानुसार एसडीएम के पद पर तैनाती के निर्देश दें..
अगर कोई तैनाती संभव न हो तो मेरा कैडर बदलने के लिए अनुमति और संस्तुति प्रदान करें..
उन्होंने चिट्ठी में लिखा कि जब तक इस पर अंतिम निर्णय नहीं हो जाता, तब तक 22 जुलाई 2026 से उन्हें आधा वेतन ही दिया जाए..
