At this point, my last hope is going public.
After trying to enroll in the Apple Developer Program and contacting Apple Support for almost three months, my application has continued to be rejected without any clear explanation.
The screenshot that's attached is a response from the Apple Support team I received 4 times during the enrollment process upon asking for a clear explanation of the issue they had with my submission.
Let me drive you through my experience of enrollment so you can make conclusions yourself.
As a web engineer working on a mobile app using React Native, I initially didn't know that the Developer Program is required not only to distribute my app but also to configure services in the Apple Developer console.
After learning that - I started my enrollment in mid-January using my MacBook, providing the necessary EU government-issued IDs through the Developer App.
The app gave me two choices on how I could scan my document (as it turned out, both were extremely inconvenient):
1. Continuity camera: Whenever I took a photo of my ID, it was, for some unknown reason, rotated 90 degrees in a way that half of a document was always cut, so it was impossible to scan.
2. MacBook camera: Even though my 16-inch version has improved camera quality, it took me 4-5 tries to scan the document in perfect light conditions so that letters are visible at least somehow, and the system let me go to the next step.
After moving to the next payment step and trying to pay for the program, I've got this error:

An unknown error occurred
This made me repeat the process multiple times from my laptop, switch to my phone, and face the same problem.
I topped up my Apple Wallet for $100 because I thought it might help to pay since the money was already in-app, but that didn't help - at that point, it was clear that support was needed.
Long story short, the answer I received from the first interaction was:
This message usually means there was an issue with a previous purchase and/or your payment information needs attention.
Although I've been paying for anything within the Apple ecosystem without any problem, I've meticulously re-visited my payment information and eliminated any possible inconvenience.
I've started a new enrollment with updated payment info. This time, after providing ID, but before being able to pay, I faced a user interface that said there was a problem with my subscription and that I needed to contact Apple Support again.
I returned to support and asked for clarification of the issue and how it could be resolved.

I responded that I've had an issue enrolling for more than a month so far and kindly demanded a clear explanation of the problem.

I emphasized that this response didn't resolve my issue and kindly demanded describing the action I needed to take to resolve that issue.
Turned out this was a European support branch, which redirected me to the US branch that apparently had more control over the information, such as managing dev subscriptions
US support mentioned that they blocked submissions because I enrolled from multiple devices (e.g., iPhone and MacBook, both of which are mine and assigned to me via Apple ID, by the way) - as I've mentioned earlier, the reason I did that is because of an unknown error, so they reached out to me with an ask to upload
• Government-issued photo ID
• Employment verification document from your organization or employer
• Current business documents for your company
I provided and uploaded the eligible documents per request.
Apple got back to me and said that I would be able to now apply for the dev program but only using the device I originally started the enrollment with
-- I was extremely happy that the issue was finally resolved (March 8), and I was excited to go through the enrollment flow and upload documents again and... the same UI with an ask to contact Apple support... again.
This made me go back to support. Kindly mention that I still have been asked to contact them. Additionally, I asked for a clear explanation of my issue one more time.

It was already obvious how ridiculous this situation was. Me—contacting support, being kind and supportive, exposing personal information, topping up the wallet for convenience, wasting the time I could've spent building the actual product chatting with them instead, and doing everything possible to resolve that issue — ending up in a worse state than I was before even starting to contact them.
The last message I sent was explaining all the previous steps I made to give them a clear explanation of my thought process because I thought it might help to clarify some things on their side.

Don't get me wrong — I love Apple hardware and software and use it for my day-to-day operations, but facing a situation like that makes me extremely disappointed.
I sincerely hope it's not related to any personal bias.

The criminal actions of russia on following points:
The violation of provision of Article 3. 35 of Chapter I, Part III of the Additional Protocol to the Geneva Conventions of August 12, 1949, Concerning the Protection of Victims of International Armed Conflicts Regarding the Prohibition of Methods or Means of Conduct of Military Actions Which Are Intended to Cause or Can Be Expected to Cause Widespread, Long-Term, and Serious Damage natural environment.
Such barbaric actions of the Russian Federation violate the basic principles and ideas that the civilized world developed for decades and enshrined in a number of international agreements, for example, in such as the Convention on Wetlands of International Importance, Mainly as a Habitat for Waterfowl and the Convention on protection of wild flora and fauna and natural habitats in Europe. Such actions of the enemy once again demonstrate to the world community the absolute leveling of the Russian Federation against international norms, standards and rules.
Such criminal actions of the Russian military definitely and completely fall under the criminal law qualification under Art. 8 (2) (b) (iv) of the Rome Statute of the International Criminal Court.
The consequences are:
- The impossibility of taking water necessary for cooling the Zaporizhzhya NPP, which outcomes as a threat to the nuclear safety of the world;
- A mass death of aquatic organisms (fish, molluscs, crustaceans, microorganisms, aquatic vegetation) with further disturbance of their habitat, including birds and other amphibians and animals;
- Significant risks for rodent populations, in particular endemic species and those listed in the Red Book of Ukraine;
- Disturbance of the habitats of plant complexes;
- Negative impact on water areas, coastal areas and the land part of three Ukrainian national nature parks - "Nizhnyodniprovskyi", "Kamyanska Sichi", "Biloberezhya Svyatoslav", Black Sea Biosphere Reserve (this territory also has the status of a UNESCO biosphere reserve), Regional landscape park "Kinburnska Kosa" and numerous objects of the nature reserve fund with smaller areas. All these territories also have the status of Wetlands of international importance, protected in accordance with the Ramsar Convention, and are also territories of the Emerald Network, protected in accordance with the Berne Convention;
- The pollution of the waters of the Dnipro and the Black Sea - primary pollution due to the ingress of fuel and lubricant materials into the waters, washing away of garbage, agrochemicals, other dangerous materials, flooding and failure of sewage treatment systems, sewage, and so-called "secondary pollution"
- A leaching, transfer of mines and other explosive substances, increase in mine danger;
These are only few major aftermath to come.
