たくさんの皆さんにご覧頂いたこの『拷問暴力』動画。目を覆いたくなる動画です。どなたかが引用で書いて下さってましたが、「この動画を入管側が証拠として敢えて残しているということは、撮影がない"裏側（日常）"ではもっと酷い暴行暴言の数々があるのでは、と。

事実、入管の職員（いわゆる担当さんと呼ばれる方々）は、被収容者の皆さんにたいしていつもはもっと冷酷で厳しい罵声を浴びせていると聞く（被収容者や仮放免者の皆さんが異口同音に）。特別公務員暴行陵虐罪なのではないかというシーンを何度も何度も見てきた。

病気にかかり怪我をおい、庁内診療所で診てもらうにも申請書を出して2週間程度かかるという。入管の日常業務が多忙を極めているだとか、そういう特殊な状況でなくても平均2週間程度かかるという。入管の人員不足もあるのだろう。そこはきちんと人員確保を行い、入管医師と同じく人員不足解消のための特別手当を出すなど、入管庁法務省は努力をするべきだし、我々も積極的に協力をするべきだ。

話を戻すが、強制送還され、本国に送り返されたものの、やはり本人の証言通り帰国後謂れのない迫害を受け、逮捕監禁をされ、暴行を受け、その後、再度日本に逃れてきて在留資格を得た人もいる。

最近では大阪地裁で勝訴したウガンダ人女性（レズビアン当事者で国に帰ると迫害の恐れが極めて高い）の例がある。入管は強制送還を命じたが、司法がそれを覆したのだ。入管も間違える、という事は誰もが知っている。そこを疑い、真に国際基準に沿った難民認定のあり方を日本にも導入しなければならないことは言うまでもないことだ。

法案を通すために平気で嘘や隠蔽を繰り返す法務省に『Ministry of "Justice"』を名乗る資格はない。

明日は本会議。明後日は法務委員会（予定）だ。
引き続き、皆さんと連帯し、悪法を止めるために最大限頑張りたい。
