Chaired by H.E. Ambassador Churchill @EwumbueMonono, Permanent Representative of the Republic of #Cameroon to the @_AfricanUnion and Chairperson of the #AUPSC for October 2026, the #AUPSC dedicated its 1373rd meeting held on 13 October 2026, to receive a joint briefing by H.E. Mirjana Spoljaric Egger, President of the International Committee of the Red Cross (ICRC) @ICRC, and Mr. Charles Businge, Regional Director for Africa at the International Federation of Red Cross and Red Crescent Societies (IFRC) @ifrc, on their humanitarian activities in Africa.
In her brief, Madame Mirjana Spoljaric Egger, highlighted the worsening humanitarian situation in Africa, stressing the adverse effects of armed conflict on civilians and the urgent needs of displaced persons. She called for the enhanced protection of civilians, the necessity of safe humanitarian access, and compliance by belligerents with international humanitarian law and international human rights law.
For his part, Mr. Charles Businge lamented the increasing humanitarian challenges in Africa due to armed conflicts, displacement, food insecurity, disease outbreaks, and climate disasters. He underscored the need for supporting locally led humanitarian efforts and enhanced inter-state and regional collaboration in humanitarian action, building resilience of vulnerable populations and in enhancing disaster risk reduction and preparedness .
The PSC commended both organizations for their humanitarian efforts globally, particularly in Africa, highlighting their role in alleviating human suffering and protecting civilians and all victims of wars and natural disasters as well as complex emergency situations. The PSC also stressed the importance of sustained collaboration with the AU, RECs, the UN including ICRC and IFRC to uphold international humanitarian law and promote peace and stability in the Continent.
The PSC expressed deep concern over deteriorating humanitarian situation in Africa due to a combination of factors, including armed conflicts, climate change related disasters and the dwindling humanitarian financing. In this regard, Council called for strengthening accountability to promote justice for the victims of war crimes and for scaling up of humanitarian resource mobilization to facilitate the delivery of lifesaving relief supplies to vulnerable communities.
Emphasized the need for fully and effectively operationalizing the AU Humanitarian Agency and to avail the Agency with predictable and adequate resources to facilitate effective implementation of its mandate.
Communique to follow.
Did you know that the call for popular participation in Africa’s development dates back to 1990?!
In February that year, representatives of the Organisation of African Unity (OAU), civil society organizations, governments, NGOs and @UN agencies met in Arusha, #Tanzania, and adopted the African Charter for Popular Participation in Development and Transformation. In July, the OAU, the predecessor of the @_AfricanUnion, adopted the Charter as a strategy to guide African governments’ development policies.
The Charter called for people and their organizations to take an active part in Africa’s #development. It is also referenced in @AU_ECOSOCC's founding Statutes, which recognize popular participation as essential to the success of the African Union.
Civil society–AU relations have come a long way since then, with more formal avenues for CSO participation emerging over time. Established in 2004, ECOSOCC provides a platform for #civilsociety organizations to contribute to AU policies and programs.
Had you heard of the Charter before? Read through it (on our LinkedIn page) and share your thoughts!

Son engagement sans faille en faveur de la justice, des droits humains et de la lutte contre l’impunité est une source d’inspiration pour les Nations Unies comme pour des millions de personnes.
Did you know the foundations for civil society participation in the @_AfricanUnion were laid before the AU itself was launched?!
In 1990, the African Charter for Popular Participation in Development and Transformation set out a continental commitment to popular participation. A decade later, Article 22 of the AU Constitutive Act provided for ECOSOCC. Our Statutes were adopted in 2004, followed by our first Permanent General Assembly in Dar es Salaam, #Tanzania 🇹🇿, in 2008.
These milestones trace 18 years of progress toward establishing a formal channel for African #civilsociety organizations to contribute to the AU’s principles, policies and programs.
Another milestone will be added soon, marking a further step toward formalizing civil society participation in the AU! Stay tuned!

" The African Union is taking concrete steps to strengthen Africa's financial sovereignty and reshape the continent's financial architecture.
The launch of the African Credit Rating Agency (#AfCRA) marks an important historic milestone towards developing transparent, independent, credible, and Africa-focused credit assessments that better reflect the continent's economic realities and investment potential, while addressing longstanding concerns about structural biases in global credit assessments.
Africa is investable. Africa is bankable. Africa is ready to define its own financial future.
Congratulations to the APRM Secretariat for this major milestone on behalf of the Union."
- H.E Amb. Selma Malika Haddadi, @DCP_Haddadi, Deputy Chairperson, African Union Commission
@APRMorg
When I joined the @APRMorg in 2024, I was entrusted with a challenging mandate: to help operationalise the Africa Credit Rating Agency (AfCRA). Today, standing before distinguished leaders, partners, and friends of Africa, I was proud to say: we delivered.
This journey was never about creating another institution. It was about ensuring that Africa has the capacity to assess its own economic realities with fairness, credibility, and independence.
I am deeply grateful to the APRM team, our Member States, strategic partners, and everyone who believed in this vision even when many thought it impossible.
The launch of #AfCRA is proof that when Africa works together with purpose and conviction, we can create solutions that serve our continent for generations to come.
AfCRA is now a Vision Delivered and a Promise Honoured.
