2015 ASOs: 10 yrs without progression.
2018 SOs: 8 yrs done, due 1 July 2026, ~200 still eligible.
CSS USs: 12+ yrs awaiting DS.
One unresolved structural problem — the 4th Cadre Review must address it.

We are not asking for the impsbl. We r asking for the overdue. Other cadre reviews reportedly conclude in less than a year on avg. CSS has waited 8+ years. If this is not differential treatment, what is?

A delayd prmtn is disappointing. A repeatedly delayd one is a pattrn.
8+ years of pending Cadre Review, with stagnation at ASO→SO, SO→US, US→DS, is structural failure — fixed by action, not patienc.

A cadre may endure a vacant post or a delyd prmton. But a cadre can't indefinitely endure a delayed review. 8+ years of wait. The question is no longer when review will happen btwhy it has not happened.

When symptms keep returning, a gd doctor treats the disease, not just the pain.
Ad-hoc prmtns give relief; recurring stagnation across ASO→SO, SO→US, US→DS needs structural treatment via Cadre Review.

CSS officers have raised their voice—and the issue is now TRENDING on X in India! 📢🔥

Officers came together on social media to highlight the 8-year delay in the 4th CSS Cadre Review.

When those who help light the way for others are left in the dark, it truly is “चिराग़ तले अंधेरा।”

We now urge the Government to act and complete the 4th CSS Cadre Review urgently.

CSS runs much of the Central Government's administrative machinery on an 8+ year-old pending cadre review.
Changing drivers won't fix an engine that needs overhaul. Review the cadre. @pmoindia @Drjitendrasingh @doptgoi #ExpediteCSSCadreReview #चिराग़तले अंधेरा

A Cadre Review is meant to prepare a cadre for the future.
When it remains pending for 8 years, yesterday’s structure is forced to carry today’s workload—and tomorrow’s officers inherit today’s stagnation.

Vacancies exist, officers are eligible, conditions are met - yet bottlenecks recur at ASO→SO, SO→US, US→DS. This can't be fixed batch-by-batch forever.
CSS has waited 8+ years. How much longer?

DoPT has highlighted the completion of Cadre Reviews of 60 Central Group ‘A’ Services and 117 All India Services—a commendable achievement. But one question remains: What about CSS?

The Central Secretariat is at the heart of Government functioning, but the cadre that supports its functioning continues to await its own Cadre Review for years.

A government file has no career to lose.
An officer has. Along with a file, an officer is waiting for eight years, for the next stage of career already earned.
Administration must remembr the differenc.

Some delays can be explained. Some can be corrected. But some become unacceptable by their very duration. The 4th Cadre Review of CSS has crossed that line. Eight years is enough.
