A 2021 study investigated this effect:

There are more criminals in disadvantaged neighborhoods (red line), but this is due to a selection phenomenon, since when the same person (blue line) changes neighborhood and ends up in a more disadvantaged neighborhood (or vice versa) during his or her lifetime, the probability that he or she will commit a violent crime hardly changes.

We can therefore say that there is a correlation, but not causation. Poverty does not explain criminal behavior.
