Literacy teaches us to read the world around us. But in a democracy, it also means knowing how to read between the lines. Electoral literacy is about more than knowing where to vote or how to press a button. It is about understanding your rights, questioning what you hear, knowing what your elected representatives stand for, and making a choice that is truly your own. After all, an uninformed vote can be a missed opportunity, while an informed vote can shape the direction of a community and a city.

This World Literacy Day, B.PAC’s initiative to nurture electoral literacy aims to help citizens move from simply casting a vote to understanding its power. Because democracy works best when citizens don’t just have a voice, but know how to use it.

Hosur Road Streetlight Audit | Findings for Action

As part of B.PAC’s larger mobility assessment of the 6-km Hosur Road corridor from Shoolay Circle to Silk Board, the BMOBILE team conducted a detailed audit of streetlighting infrastructure to assess its functionality, condition and illumination levels. This initiative is supported by @boschindia .

The audit identified several areas that could be addressed to improve lighting and safety along the corridor:

🔹 307 streetlights assessed, of which 209 are operational, while 93 are non-functional and 5 are broken.
🔹 A 1.2-km stretch from Shoolay Circle to Anepalya Junction has effectively no functioning street or footpath lighting.
🔹 40 poles require attention, including 32 tilted and 8 damaged poles.
🔹 Illumination varies considerably across the corridor, with readings ranging from 0.015 to 91 lux.
🔹 Only 20 of the 307 fixtures are directly oriented towards footpaths, indicating scope to improve pedestrian lighting.

These findings point to some immediate and practical interventions — restoring non-functional lights, repairing damaged infrastructure, addressing exposed wiring, improving illumination consistency and strengthening pedestrian-facing lighting.

As Bengaluru places renewed focus on improving streetlighting, B.PAC hopes these findings can support the concerned agencies in identifying priority locations, undertaking necessary repairs and strengthening streetlighting infrastructure across the corridor.

Krishna Byre Gowda @krishnabgowda, Minister for Greater Bengaluru Development said that the three biggest challenges faced by the city was mobility, waste management and urban flooding among many others plagued by years of neglect and poor governance e . He outlined the Karnataka government's long-term plan to overhaul Bengaluru’s urban infrastructure and transit grid. He addressed key challenges facing the city—including vehicle density, poor road connectivity from historic unplanned development, and urban flooding—and detailed targeted short-term and long-term capital investments planned through 2037.

10 Key Highlights

1. ₹3 Lakh Crore Infrastructure Plan
The state government proposes a ₹3,000,000 crore (in present-value terms) overall infrastructure investment strategy for Bengaluru targeted through 2037.
2. 1-to-1 Vehicle-to-Human Ratio
Bengaluru’s rapid growth over the last 25 years has brought the city's vehicle-to-human ratio close to 1:1, placing extreme stress on the existing road network.
3. 4,500 Buses Fleet Expansion
To promote public transportation over private vehicles, 4,500 new buses will be added to the Bengaluru Metropolitan Transport Corporation (BMTC) fleet taking the total number to 11,500 buses , largest fleet in the country.
4. 250 km Metro Network
The city plans to extend its Namma Metro rail network coverage up to 250 kilometers to enhance mass rapid transit connectivity across major corridors.
5. 148 km Suburban Rail Target by 2030
A dedicated 148-kilometer suburban rail network is targeted for full completion by 2030 to decentralize commuter traffic.
6. ₹2,000 Crore Stormwater Drain Remodeling
To mitigate recurring urban flooding during monsoons, ₹2,000 crore is being deployed specifically toward remodeling and expanding stormwater drains (rajakaluves).
7. 6-Month Cleanliness Drive
As part of immediate governance fixes, the administration has set a strict 6-month timeline to overhaul garbage collection and cleanliness across the city.
8. Alternative to Road Widening
The minister defended the necessity of underground tunnel road projects combined with elevated corridors, highlighting that traditional road widening requires mass demolition of homes and is no longer scalable and that this is in addition to metro and suburban rail not in lieu of .
9. Low Road Density Challenge
The session addressed low municipal road density caused by decades of unauthorized, unplanned layouts surrounding core city hubs, which restricts arterial traffic flow.
10. Traffic Management Priority
Traffic flow optimization was designated as the state's **#1 primary long-term focus**, pairing short-term civic fixes with multi-decade structural transit investments.
