Minister Balaam Barugahara is arresting rural headteachers for collecting 60,000 Shillings, citing the policy of "free education." Yet in the same public system, flagship government schools such as Ntare, Maryhill, and Bweranyangi charge parents over 3 million Shillings every term, even though teachers are already on the government payroll and infrastructure is provided by the state.

If it is illegal for public schools to collect money from parents, then the law must be applied uniformly. It is sheer hypocrisy to criminalize poor rural schools for raising pocket change while ignoring elite institutions that demand millions.
