A just admnstrn can't ask its offcrs to wait endlessly for what a fnctiong system should provide in time. The 4th Cadre Review has waited 8+ yrs. The answr need only be justic, fairness & timely action.

What's incomplete is the system's duty to keep the cadre structure responsive.
The 4th Cadre Review must conclude.

2015 ASOs: 10 yrs without progression.
2018 SOs: 8 yrs done, due 1 July 2026, ~200 still eligible.
CSS USs: 12+ yrs awaiting DS.
One unresolved structural problem — the 4th Cadre Review must address it.

A Govt. that can administer a nation can't be deftd by a cadre review file. A file must move. A cadre must evolve. A career must progress. After 8+ years, respnsblty for the delay must be examined.

An institution’s strength is rflctd not only in its authrity, but in the fairnes with which it treats those who srv it. When other CRC take less than a yr & CSS waits 8+ years, fairnes can't be ignored.
