Someone decides to covertly resist an occupying foreign power. They don't know if anyone else is resisting but hope so. They act so that if others are also resisting, the resistance will be more effective.

In 64 BCE, Catiline lost the election for consul to Cicero. In 63, he lost again. He then gathered an army outside Rome, attempted a coup d'état, and prepared an insurrection to overthrow the Senate.

Just thinking today about how two-time electoral losers can be dangerous.
