Government spending redeposits those reserves into the same bank.
The bank is now holding redeposited reserves plus a Treasury Bond earning an interest clip once the Gov deposit is paid into a public account.

It seems who is the primary purchaser of Treasury Bonds, commercial banks with existing or the Central bank with new reserves.
Com/Bank = Gov Borrowing.
Cen / Bank = Gov Injecting.
The appropriation bill sets the quantity of spending.

@StephanieKelton I’ll say my Country Australia with 1997-2000 private sector going into debt, not sure about foreign sector. The Howard ( conservative)government debt liabilities were largely cleared.
