Windows and Linux were pretty much equal at ~85 fps with my own ini, but Linux (well, dxvk) didn't suffer as much of a performance penalty from the above-max settings (~45 vs ~55 fps).

The provided ini sets a bunch options higher than you can do in-game, e.g. completely disabling shadow LoD.
Using "normal" max setting ~doubles my performance with the same save.

My first guess would be some weird dx9 issues with modern drivers/windows.
