Working with leaders in every state to create second chances, reduce harm, and transform lives of people impacted by the justice system

Law enforcement, schools, family service systems, behavioral health providers, courts, corrections agencies, and policymakers all have a role to play in youth justice.

This #YouthJusticeActionMonth, we compiled a list of critical research, 50-state data, policy recommendations, training programs, and technical assistance to help leaders:

🚌 Keep youth in school and prepare them for employment
🩺 Address their health needs
👨‍⚖️ Improve juvenile courts and probation
🤝 Build community-based, cross-system solutions

7 out of 10 youth in the justice system have a diagnosable mental health condition, compared to only 2 out of 10 in the general population.

Many policymakers are concerned about youth crime but fail to address the unmet health needs that often play a key role in juvenile justice involvement.

Virginia built one of the nation’s most ambitious behavioral health crisis systems—but as it expanded to every county, severe service disparities were revealed.

We partnered with VA leaders to understand the disparities and develop recommendations for improving the quality standards and funding sustainability.

12 counties have been selected to pilot a new playbook for deciding which behavioral health interventions are best for which people in their court and jail systems.

"By the end of 2027, I hope to see these counties not just implementing evidence-informed interventions but building the data infrastructure to prove what's working and creating a roadmap that counties across the country can follow."

Utah helped lay the groundwork for the national 988 system, but after launching it, most police were still responding to mental health calls alone and failing to identify when a crisis was related to substance use.

We partnered with UT leaders to develop statewide 988 and substance use training for law enforcement.

A good crisis system is only effective if people understand how to use it.

Communities in New Jersey now have multiple ways to respond to behavioral health calls that *don’t* involve the standard police response, but because of problems at the state-level, local first responders don’t always know when to call those teams in.

We partnered with NJ leaders to strengthen clarity and coordination in crisis response.
