From Eelam to the Shores of Canada, Tamils Have Lost Confidence in the Canadian Tamil Congress!
CTC Unfit to Represent Tamils!
The Canadian Tamil Collective (the “Collective”) unequivocally condemns the Canadian Tamil Congress (“CTC”) for it’s continued failure to represent Canadian Tamils with fundamental principles of accountability, democracy transparency, and the rule of law.
For more than 15 years, the CTC denied the Tamil genocide with blatant silence, despite widespread recognition from civil society and all levels of government in Canada. The CTC's recent acknowledgment of the Tamil genocide in a press release with a single sentence, after insurmountable pressure and urging from the community and the Collective, is insufficient. This does not constitute genuine advocacy or provide any guarantee of long-term commitment to these principles for Eelam Tamils.
Further, CTC's disgraceful involvement in the Himalayan Declaration sabotaged progress made with international advocacy efforts in pursuit of justice. CTC’s conduct assists the Sri Lankan government whitewash atrocities and historical injustices committed against Eelam Tamils, which includes genocide, crimes against humanity, and war crimes. The CTC has effectively aligned, by design or not, with the Sri Lankan government's agenda.
CTC’s participation in the Himalayan Declaration was further aggravated by a photo op with Sri Lankan war criminal and former President, Mahinda Rajapaksa who is sanctioned by Canada. The meeting was conducted with the support of former CTC president, Raveena Rajasingham, who also subsequently made comments justifying the meeting and the photo op.
Recently, a new president and board were appointed. This process lacked transparency and ultimately paid homage to the autocratic nature of this organization. Appointment is the operative concept as this was an “election” only in name. The appointments brought old faces to new positions - it was a facade to signal change. The new appointees have a long history within this organization and bear responsibility for the present dismal state of the organization. They continue to enable the autocratic operation of this organization to the detriment of Eelam Tamils. They are part of the problem - not the solution.
CTC continues to head in the wrong direction. Any hope of reform was recently shattered. An in-person meeting with the Collective revealed that the CTC lacked the intention, motivation, and readiness to reform this organization for the greater good of Eelam Tamils.
Given the current trajectory, it is imperative for the CTC to fully disclose all communications and engagements with the Sri Lankan government for close examination. It is evident that the CTC continues to favour engagement with the Sri Lankan government in ways that are harmful to the interests of Eelam Tamils.
Due to the efforts of the Collective and the community’s solidarity, progress was made to bring change to the CTC. This included CTC’s withdrawal from the highly problematic Global Tamil Forum. However, the steps taken by the CTC do not go far enough.
At this juncture, Canadian Tamils have lost all confidence in CTC. We urge the community to strengthen their demands and continue their advocacy for change. CTC continues to violate our community’s trust. The community must take CTC back.
The Collective demands that municipal, provincial, and federal levels of government recognize the profound disconnect between Canadian Tamils and the CTC. CTC no longer has the moral authority to represent Tamils or host Tamil Fest. Further, it is questionable what legal authority this organization holds when elections are staged and membership is restricted. It is contrary to the principles of the rule of law and, Not-for-Profit Corporations Act, 2010 in Ontario.
The Collective recommends:
* That the City of Toronto transfer Tamil Fest to a coalition of Tamil organizations genuinely representing the community's interests. It is time for Tamils to take back Tamil Fest; and
* That the University of Toronto work with a coalition of Tamil organizations in advancing the Tamil Chair program.
All levels of government and the University of Toronto must take notice of the ongoing issues with the CTC. CTC’s credibility is compromised, and it cannot continue down this path. If there is no meaningful action from the CTC by July 31, 2024, in favor of significant reform, the Collective calls on the City of Toronto, the Government of Ontario, the Government of Canada, and the University of Toronto to cease all engagement with the CTC until it undertakes substantial reforms to bring accountability, democracy, transparency, and the rule of law.
