As to contemplative happiness, God possesses a continual and most certain contemplation of Himself and of all things else; and as to that which is active, He has the governance of the whole universe.
As to earthly happiness, which consists in delight, riches, power, dignity, and fame, according to Boethius, (a) He possesses joy in Himself and all things else for His delight; (b) instead of riches He has that complete self-sufficiency, which is promised by riches; (c) in place of power, He has omnipotence; (d) for dignities, the government of all things; (e) and in place of fame, He possesses the admiration of all creatures." Cajetan points out something interesting as to the mention of "governance" rather than "providence" when speaking of the perfection of the active life. As St. Thomas explains throughout q. 22, providence consists of the eternal command in God to order things to their ends, whereas governance consists in the execution of providence in time (ad curam duo pertinent, scilicet ratio ordinis, quae dicitur providentia et dispositio; et executio ordinis, quae dicitur gubernatio. Quorum primum est aeternum, secundum temporale, ST.I.Q22.A1.Rep2).
Hence, when St. Thomas places the perfection of the active life in God under the title of governance rather than providence, he is saying that the perfection of the active life consists in the execution and termination of action ordering rather than in an act of the will consistered formally, or the plan to order that exists in the intellect.
