Historically, the House has always been the main blockage for the UAPDA.

If the Senate gives the green light, we are in good territory.

We must remember the Tim Gallaudet plan:

-A White House-directed policy issued through an executive order or presidential memorandum

-The establishment of an interagency group, chaired by a senior White House official or Cabinet member, to coordinate a strategy and lead efforts

-Legislation passed in Congress aligned with White House policy, ensuring coordination between the executive branch and interagency efforts.

And having an NDA waived does not free one from any associated liability that went along with the job that you felt you were doing in service of the country, but that a court might later determine is actionable, or that even internal government agencies might determine is actionable.
