Corn and soy won’t feed an army and neither will stocks and insurance policies so 3 is done when oil and meat stop coming in to feed and fuel 140MM people.
1 has oil, food, people and only one good point of entry for an invading force. But drought, along with lack of protein production, limited manufacturing, and 1/3 less population than 2 they get smoked in a prolonged conflict.
2 has everything needed to fuel a war, oil, food, easy logistic lines between major pots and population centers, manufacturing and the most military bases in the map. However it will be forced to fight two fronts with no major geographical boundary.
It would be a tough fight but 2 probably wins due to its resources, internal logistic networks, and high population of trained warfighters (Vetrans)
