@Contrainer Maryland Dem leadership kowtows to the Congress-critters WAY too much. Sarbanes, Dutch, Mfume, etc, requested certain neighborhoods in their districts, so state legislature made it happen.
It wasn't even a tactical anti-Republican gerrymander, just personal preference.
