The Kuki-Zo Council (KZC) has released a press statement on August 25, 2025, regarding the People's Union for Civil Liberties (PUCL) Tribunal Report on the ongoing ethnic conflict in Manipur. The report, chaired by Justice Kurian Joseph, former Judge of the Supreme Court of India, provides a comprehensive documentation of the tragedy that erupted on May 3, 2023, and continues to affect the people of Manipur.

The KZC deeply appreciates the effort and courage of PUCL in establishing an independent tribunal to record the voices of the victims, survivors, and stakeholders of this conflict. The KZC encourages more independent organizations, think-tanks, and civil society groups to undertake similar efforts to understand the ground reality and ensure that the truth of this conflict is no longer denied or ignored.

The KZC requests every Indian citizen to carefully read and reflect upon the PUCL report to grasp the true nature of the ethnic divide between the Meiteis and the Kuki-Zo. The physical divide between the two communities is now undeniable and irreversible, making coexistence under a single administrative framework impractical and impossible. The KZC believes that continuing to force both communities under one administration will only deepen hostility and prolong suffering.

Therefore, the KZC urges the Government of India to act with moral courage and political clarity by officially recognizing the separation and granting the Kuki-Zo people a separate administration within the Indian Union. This, the KZC believes, is the only way to restore peace, dignity, and justice for both communities and allow Manipur to heal.
