தமிழ்நாட்டில் உள்ள அனைத்து மாநகராட்சிகளிலும் தூய்மைப் பணிகளைத் தனியாருக்கு ஒப்பந்த அடிப்படையில் ஒப்படைப்பதற்குத் தமிழ்நாடு அரசு மேற்கொள்ளும் நிலைப்பாடு அதிர்ச்சி அளிக்கிறது. கடந்த ஆட்சியில் சென்னை மாநகராட்சியில் ஓரிரு மண்டலங்களில் மட்டும் அத்தகைய முயற்சி மேற்கொள்ளப்பட்ட போது அதனை எதிர்த்து விசிக உள்ளிட்ட பல்வேறு கட்சிகள் போராடின. பின்னர் அந்த நடவடிக்கை கைவிடப்பட்டது. தற்போது தமிழ்நாடு முழுவதும் உள்ள அனைத்து மாநகராட்சிகளிலும் இந்த நடவடிக்கையை விரிவுபடுத்துவது ஏற்புடையதல்ல. தமது உயிரைப் பணயம் வைத்து இந்தப் பணிகளில் ஈடுபட்டு வரும் தூய்மைப் பணியாளர்களின் நலன்களுக்கு எதிரான இந்நடவடிக்கையை உடனே கைவிட வேண்டும் என்று தமிழ்நாடு அரசை விடுதலைச் சிறுத்தைகள் கட்சியின் சார்பில் வலியுறுத்திக் கேட்டுக்கொள்கிறோம்.

அடுத்து, அரசு மருத்துவமனைகளில் பிறக்கும் குழந்தைகளுக்கு 'ஒரு கிராம் தங்க மோதிரம்' வழங்கும் திட்டம் தொடங்கவிருப்பதாக தமிழ்நாடு அரசு அறிவித்துள்ளது. தவெக'வின் தேர்தல் வாக்குறுதியை நிறைவேற்றும் வகையிலான இந்தத் திட்டத்துக்காக ஒவ்வொரு ஆண்டும் 755 கோடி ரூபாய் ஒதுக்கப்படும் என தமிழ்நாடு அரசு தெரிவித்துள்ளது.

தமிழ்நாட்டில் தற்போது 56 சதவீத குழந்தைப் பிறப்புகள் அரசு மருத்துவமனைகளில் நடக்கின்றன. எஞ்சிய 44 சதவீதம் தனியார் மருத்துவமனைகளில் நடக்கின்றன. தனியார் மருத்துவமனைகளில் சாதாரண பிரசவத்துக்குக்கூட ரூ.50 ஆயிரம் முதல்
ரூ. ஒரு இலட்சம் வரையில் வசூலிக்கின்றனர். சிசேரியன் என்னும் அறுவை மூலம் நடக்கும் பிறப்பு எனில் இரண்டரை லட்சம் ரூபாய் வரை கட்டணம் வசூல் செய்கின்றனர். கட்டணம் அதிகம் என்றாலும், ஏழை எளிய குடும்பத்தினர் கூட தாய்-சேய் பாதுகாப்புக் கருதி தனியார் மருத்துவமனைகளையே நாடுகின்றனர்.

இந்நிலையில், தங்க மோதிரம் வழங்குவதற்காக செலவு செய்யும் இந்த 755 கோடி ரூபாயைக் கொண்டு அரசு மருத்துவமனைகள் ஒவ்வொன்றிலும் தனியார் மருத்துவமனைகளைப்போல அனைத்து உயரிய வசதிகளையும் கொண்ட 'பிரசவ வார்டுகளை' உருவாக்குவதோடு, தேவையான மருத்துவப் பணியாளர்களையும் நியமிப்பது அனைத்துத் தரப்பினருக்கும் பயன் அளிப்பதாக அமையும்.
மேலும், இத்திட்டத்தின் மூலம் பிறந்த குழந்தைக்கு போடப்படும் தங்க மோதிரம் ஒரு சில மாதங்களிலேயே அக்குழந்தைகளின் கைகளுக்குப் பொருந்தாமலும் போய்விடும். எனவே, தமிழ்நாடு அரசு இதனை மறுபரிசீலனை செய்ய வேண்டும் என்று கேட்டுக்கொள்கிறோம்.

மேலும், ஆளுநர் உரைக்கு நன்றி தெரிவிக்கும் தீர்மானத்துக்குப் பதிலளித்துப் பேசிய மாண்புமிகு முதலமைச்சர் அவர்கள், மேனாள் முதலமைச்சர் திரு. மு.க.ஸ்டாலின் அவர்கள் நடந்து முடிந்த தேர்தலில் வெற்றி வாய்ப்பு இழந்ததை ஏளனம் செய்யும் வகையில் பேசியிருப்பது 'முதலமைச்சர்' என்னும் பொறுப்புக்குரிய மாண்புக்கு உகந்தது அல்ல என்பதைச் சுட்டிக் காட்ட விரும்புகிறோம். கட்சி மேடைகளில் பேசும்போதுகூட தவிர்க்க வேண்டிய ஒன்றை, சட்டப்பேரவையில் பேசாமல் தவிர்த்திருக்க வேண்டும்.
