..paid for my resident parking permit in Nov & have the receipt showing @CityofYork took the money, & I sent back my form the same day, they didn’t receive it so I’ve not been given my permit & even though I’ve done all I should I keep getting parking tickets which I have to pay!

Any ideas how I can get through to the complaints dept @cityofyork? I’ve phoned over 50 times this past week, left my number & details Wed,Thu & today & still no one has called me back. Stressed & not happy with how the council is treating me as a conscientious citizen....
