Congress (and Democrat President Bill Clinton) settled this nearly 30 years ago. Whether you agree with it or not is irrelevant to the NJ legislation at hand. Immigration detention is a FEDERAL function authorized by FEDERAL law, and states DO NOT have the authority to obstruct the FEDERAL government- OR ITS CONTRACTORS- from carrying out FEDERAL directives.
NJ already tried to block these contracts and lost in federal court. So now the "strategy" shifts; if we can't ban it, we'll just tax it into oblivion. Cute, but still a violation of federal law.
This bill imposes an 8% fee on detention contracts, adds a 3% corporate surtax, and then- get this-funnels part of that money into a fund for legal services connected to detention & deportation.
Yes. NJ is attempting to tax a federally-authorized program, and then plans to swing those funds to finance legal opposition to that same federally-authorized program. And you, the taxpayer, are forced to bankroll ANOTHER constitutional fight NJ has already lost once before under @GovMurphy.

Garland Favorito, IT professional, witnessed an abnormal MASSIVE 20,000 vote spike for Joe Biden during the Fulton County 2020 election, while at the same time, Trump's votes were decreasing.
He also found boxes of pristine mail-in ballots all for Joe Biden. He filed a sworn affidavit detailing the observation, he notified the Fulton County elections director, the Fulton County Board of Elections, and the county attorney, he submitted an open records request for the interim results, but he was ignored.
On top of all of this, his group VoterGA has been looking over Georgia elections for over 16 years and warned the Secretary of State all the way back in 2002 about the unconstitutional systems under evaluation to be used in our elections at that time known as Diebold DRE system. These systems can NOT be audited. He was ignored and the systems were used anyway.
In 2009 the Georgia Supreme Court denied his constitutional claims to remove these machines, and then in 2019, the U.S. district court finally banned that system as unconstitutional and then the General Assembly later legalized a new form of voting systems, once again, unverifiable to the voter that hides votes in barcodes.
The Secretary of State then purchased the Dominion Democracy Suite 5.5 system, a BMD system, "Ballot Marking Device," and here we are today. But the U.S. District Court has already found that it does not meet Georgia law, but were still used anyway, even though other states and counties, like in Texas, denied Dominion machines because of their excessive vulnerabilities and lack of security.
Why and how did CISA, DHS, and the EAC, ever clear these machines for use in our elections?
