Flock Safety is giving data to Intelligence Communities. The mechanism is not a direct contract. The mechanism is the "Task Force Officer" (TFO) integration system. The Intelligence Community (IC) is using local police departments as proxies to bypass federal restrictions and access the Flock network.🚨🚨🚨🚨
Here is how it works
⚠️Federal agents are deputized as "Task Force Officers" (TFOs) or are assigned to Joint Terrorism Task Forces (JTTFs) within local police departments. A DHS agent assigned to a local precinct has a valid badge and email for that precinct. They use the local police department's Flock login.
Flock sees the search coming from "Springfield Police Department" (Local). Flock allows it. The data goes to the Springfield PD. But the person running the search is the DHS agent. The agent then downloads the data and puts it into the federal database.
The Smoking Gun: The University of Washington report confirmed "side door" searches where local police conducted searches on behalf of federal agencies.² This is the TFO mechanism in action. The local cop is the administrative front for the federal agent.

The Intelligence Community does not need every department to share data. They only need a few "hub" departments that are willing to share. If a federal agent is embedded in a hub department (via the TFO program), they have access to the entire national database. The "local autonomy" defense is a shield. The Reverse-Engineered Intent: The Intelligence Community was getting sloppy. The "side door" searches were being detected.² The Audit Assistance tool was not designed to stop the federal access. It was designed to sanitize the data.
The tool flags "unusual" activity and forces the user to input a "Case Number" and a "Search Reason." The new Hungarian government has moved to abolish the National Oath introduced by the government before it, more than a decade ago.
Some are puzzled why. A document was found in which the Brussels bureaucrats explain to Peter Magyar what's wrong with that oath. The explanation follows each line in the Hungarian oath:
