@DJSnM I havent seen this mentioned before but TCAS will not generate an RA for aircraft in certain configurations/altitudes. Its unlikely that with the AA flight dirty on short final that they were not tcas inhibited. They would get a TA, but no RA. Xpndr would deconflict otherwise.
