A Lie that Cannot Overtake the Truth: Did Cirro Actually Have Anything to Sell?

A brief answer is No, he does not!
For thirty years, the separatist agenda has been confined to a single clan and the territory it inhabits. There is a vast disparity between the reality on the ground and the fabricated narrative intended to persuade the international community—an argument that has failed to convince the world for nearly a quarter of a century. Let us examine these two points: one is an undeniable reality, and the other is a baseless argument that has failed to gain traction over such a long period.

The Reality on the Ground and the Baseless Argument:

The Somaliland group lays territorial claim to the Awdal, Woqooyi Galbeed, Togdheer, Sanaag, and Sool regions—all of which are legally part of the Federal Republic of Somalia. This group has shouldered a burden beyond its capacity and means: the territory formerly governed by the British Somaliland Protectorate—a territory for which no other clans have authorized them to act as representatives.

From the inception of the separatist agenda to the present day, Somaliland has effectively governed only:

• Awdal (where the population does not collectively accept the separatist agenda),
• Woqooyi Galbeed,
• Part of Togdheer,
• And the Ceel-Afweyn district of the Sanaag region

This is the real fact that refutes the territorial map claimed by Somaliland.

Intl Criteria for Statehood (Montevideo Convention):
For a society to become a sovereign State that is recognized by the world is based on four things. The Montevideo Convention (Montevideo Convention on the Rights and Duties of States), signed on 13 December 1933 in Montevideo, Uruguay, is the most important unit of international law that defines the characteristics and conditions for a state to become an independent state.

According to Article 1 of the Montevideo Convention, in order for a state to be recognized as a state, it must meet these four criteria:
1. A permanent population:
It has people living permanently in that territory,
and has a social structure. Hargeisa does not have this.
2. A defined
territory: It has clear and
known borders and is governed by them. Hargeisa does not have this.
3. Government: That
there is a government or president who has the power to
enforce the law and control the security of the territory it
claims.
Hargeisa does not have this.
4. Capacity to
enter into relations with other states: That
it has the power to work and freedom to
enter into agreements,
trade, and diplomatic relations with other states.
Hargeisa does not have this, as it cannot
enter into any international agreement that is not
approved by the Federal Government.

It is clear that it is a false map, a land that does not exist, and a secessionist cause that is itself based on emotion. Mr. Ciro did not make any small effort but in reality he had nothing to sell.

Ignorance of Somali Affairs and Legal Issues:
Most people who advocate for secession and governments that want to harass Somalia have one thing in common: they have a profound lack of understanding of the Hargeisa community and their aspirations. In addition, and surprisingly, there are many Somalis who, like other foreigners, are confused and unable to distinguish between truth and falsehood.

From an intellectual and legal perspective, the view that Somaliland has a direct right to international recognition is not one that can be convinced by everyone. It is a political argument that has no historical basis and a view based on a factual basis that reflects the territory it falsely claims. It raises difficult questions, including:
