A devastating flash flood has struck Nepal’s Rasuwa district near the Nepal–Tibet border; causing deaths, destruction and widespread damage to roads, bridges and infrastructure. The flood has affected the Bhote Koshi–Trishuli river system with rescue and relief operations underway. My thoughts and prayers are with the people of Nepal and all those affected by this tragedy.

For our state of Uttarakhand and other Himalayan states, this is a stark reminder of the growing risks in fragile mountain regions. We must do what we don't do properly and adequately today which is to strengthen early-warning systems, disaster preparedness and coordination between communities and agencies.

It's also good to state the obvious that disasters do not recognise state boundaries nor national borders. The Himalayas are an ecological and geological system and what happens in one part can have consequences far downstream. Nepal’s tragedy is one more lesson for Uttarakhand and all other states in the Indian Himalayan Region.

My heartfelt condolences once again!

હાર્દિક જોષી એક એવા સરકારી અધિકારી જેઓ દિવસ દરમિયાન કચેરીનું કામ પૂરુ કરે ને સાંજના છથી નવ, ક્યારેક દસ વાગ્યા સુધી એમના કાર્યક્ષેત્રના ગામડાંમાં ફરતા જોવા મળે. તેઓ લોકો વચ્ચે જાય, તેમની પરિસ્થિતિ જુએ ને જે સમસ્યા નજરે પડે તેના ઉકેલ માટે પ્રયત્ન કરે.

આપણે ત્યાં કહેવત છે ફરે એ ચરે ને બાંધ્યો ભૂખે મરે. સરકારી કચેરીમાં બેઠેલા કર્મચારી પણ એમના વિસ્તારમાં ફરે તો એમને પણ લોકોની સાચી સમસ્યાનો ખ્યાલ આવે. રાજાઓ પોતાના મહેલમાંથી બહાર નીકળી પ્રજા વચ્ચે જતા ત્યારે રાજ્યની વાસ્તવિક સ્થિતિનો ખ્યાલ આવતો. આજના લોકશાહી તંત્રમાં પણ અધિકારીઓ જો ગામડાં સુધી પહોંચે, લોકો વચ્ચે બેસે ને તેમની આંખે તેમની જિંદગી, તેમની હાડમારી જુએ ને સ્થિતિ સમજવા કોશીશ કરે તો અનેક સમસ્યાઓનો ઉકેલ આવી જાય.

પંચમહાલના મોરવાહડફ તાલુકામાં તેમનું પોસ્ટિંગ થયું કે એમણે સૌથી પહેલાં અંત્યોદય રેશનકાર્ડની સ્થિતિ તપાસી. લાયકાત વગરના લોકો પાસે અંત્યોદય રેશનકાર્ડ હોય તો એવા લોકોના નામ એમાંથી દૂર કર્યા ને નિરાધાર, વિધવા, ત્યક્તા એક રીતે કહીએ તો જેને બે છેડા ભેગા કરવા મુશ્કેલ એવા ખરેખર જરૂરિયાતમંદ પરિવારોને આ રેશનકાર્ડ મળે તેવું અભિયાન હાથ ધર્યું. જરૃરિયતામંદ અનેક પરિવારો સુધી હાર્દિકભાઈ પહોંચ્યા છે. તેમની ઉંમર હજુ નાની છે એટલે આગળ ઘણું કામ કરી શકવાની લાંબી કારકિર્દી તેમની સામે છે. એ માણસને લાભાર્થી તરીકે જોવા કરતા તેને માણસ તરીકે જોવાનું કરે છે, જે બહુ નોખુ છે.

તેમની ગ્રામસભાઓ પણ આ જ વિચારને આગળ વધારે. જ્યાં કોઈ પરિવારનું ઘર નથી, ત્યાં સરપંચની જવાબદારી શું છે? ગામના વંચિત પરિવારો સુધી યોજનાઓ કેમ નથી પહોંચી? ક્યાં સ્થાનિક તંત્રની ભૂમિકા હોવી જોઈએ ને તે નિભાવવામાં ક્યાં કચાસ રહી તે સમજી ટકોરની સાથે સાથે એ કડક થતા પણ દેખાય છે.

આપણે ઘણી વાર સરકારી તંત્રની જડતા, લાલફિતાશાહી ને નિષ્ક્રિયતાની ફરિયાદ કરીએ.  પણ તંત્રમાં બેઠેલા આવા સંવેદનશીલ અધિકારીને જોઈએ ત્યારે જરાક રાહત લાગે ને બધુ ખરાબ નથી એવું પણ થાય.

વહીવટીતંત્રમાં બેઠેલો એક સંવેદનશીલ માણસ પોતાની જવાબદારી નિષ્ઠાપૂર્વક નિભાવે ત્યારે એ વ્યક્તિ આડકતરી રીતે આખી વ્યવસ્થાને ગતિ આપવાનું કરતાનું જણાય. કોઈને રેશનકાર્ડ આપવાથી એ પરિવારની રસોઈની ચિંતા હળવી થાય. કોઈને ઘર મળે એવા પ્રયત્નો થાય તો એ પરિવારને સુરક્ષા મળે ને આ બધા કાર્યમાં સ્થાનિક લોકોને જોડવાથી સમાજની જવાબદારી ઊભી થાય ને સૌથી અગત્યનું સરપંચને મીઠી ટકોર કરે તો એનાથી ગામની વ્યવસ્થા સુધારવાની શક્યતાઓ ઊભી થાય. તંત્રમાં બેઠેલો દરેક અધિકારી આ ભાવથી વિચારવાનું શરૃ કરે તો દેશની સકલ સુરત બેઉ બદલાઈ જાય.

હાર્દિકભાઈની ગાડીમાં એક નાની દુનિયા જોવા મળે. ગાડીની પાછળની બાજુમાં નોટબુક, પેન્સિલ, કમ્પાસ, નવા કપડાં જેવી વસ્તુઓ ભરેલી હોય. રસ્તામાં કે ગામમાં કોઈ જરૂરિયાતમંદ પરિવાર મળે તો તેમને જે યોગ્ય લાગે તે વસ્તુ આપી દેવાની. એમની કચેરીમાં આવેલા માણસની સ્થિતિ જોઈને ક્યારેક તો એને ઘરે જવા ભાડાના પૈસા આપી દેવાનું તો ક્યારેક ઘરે અનાજ છે એવો પ્રશ્ન પુછી ને સામેનો માણસ જવાબ આપવામાં થોથવાય તો તુરત એને એક ચીઠ્ઠી લખી એમણે નક્કી કરેલા એક દુકાનદાર પાસે મોકલી દે ને એ દુકાનદાર એને મહિનો ચાલે એટલું રાશન આપી દે. આ દુકાનદારને મહિનાનું એક સામટુ બીલ હાર્દિકભાઈ ચુકવી દે. હજારો જોડીમાં બ્રાન્ડ ન્યુ કપડાં તો દર વર્ષે તેઓ તેમના મિત્રોના સહયોગથી જરૂરિયાતમંદ લોકોને પહોંચાડે. હાર્દિકભાઈનો પોતાનો નાનકડો ધંધો પણ છે એટલે ઈશ્વરે એમને ઘણું આપ્યાનો એ હંમેશા આભાર માને ને જે આપ્યું એ વહેંચી શક્યાનો એમને આનંદ પણ છે.

મોરવાહડપ તાલુકાના ઘણા ગામોમાં હાર્દીકભાઈ સાથે મારુ ફરવાનું થયું. એ દરમ્યાન ઘણા તકવંચિત પરિવારોને પણ મળવાનં થયું. આ બધા હાર્દિકભાઈને આમ જાણે એમના પરિવારના એક અદના સભ્ય હોય એ રીતે મળી રહ્યા હતા. નાના બાળકો પણ ટોળે વળીને સાહેબ મારી પેન્સીલ લાવ્યા, નોટબુક વગેરે અંગે કોઈ ભય વગર એમને પૂછી રહ્યા હતા. અમે જ્યારે રજાયતા, અગરવાડાગામના લોકોને પૂછ્યું કે, “આ રીતે કોઈ અધિકારી તમારા ઘરે આવ્યા હોય, તમારી સાથે તમારા પ્રશ્નોની ચર્ચા કરી એને ઉકેલવા પ્રયત્ન કર્યાનું થયું છે?” ત્યારે એક બહેને કહ્યું, “બેન આ રીતે અધિકારી આવ્યા હોત તો અમારા પ્રશ્નો ક્યારનાય ઉકલી ગયા હોત. આ પહેલા અધિકારી છે જે આ રીતે આવ્યા. હાલ તો એક વખત કચેરીમાં અમારા પ્રશ્નો લઈને અમે જઈએ પછી ફરી એ પ્રશ્ન માટે અમારે જવું નથી પડતું.”

બહેનની વાત સાંભળી તંત્રમાં બેઠેલો દરેક વ્યક્તિ પોતાનામાં આ પ્રકારે સંવેદના જગાડે તો કેવું થાય એ પ્રશ્ન થયો....

जल्द हमारे आंदोलन में ,वाल्मीकि , मातंग, भील, भिलाला, सहरिया, मुसहर, भुइयाँ, डोम, मेहतर भंगी, कोरी, बांसफोर, खरवार, गोंड, बैगा, कोरकू, कोल जैसे SC/ST समाज के लोग भी सम्मिलित होंगे ।

अब ये आंदोलन 95% बनाम अंबेडकर के 5% होने जा रहा है असली आरक्षण के हक़दारों को आरक्षण तभी मिलेगा जब ये आर्थिक आधार पर होगा ।

कल RSU (रिजर्वेशन , एससीएसटी, यूजीसी ) हटाओ अभियान की कोर कमेटी बैठेगी जिसमें अगले आंदोलन की तिथि घोषित होगी ।
