- debt interest payments
- spending on other 'reserved' matters

So, exactly like I said in previous post, a large portion of expenditure included in GERS is neither spent in Scotland, or spent at the request of Scotland

A large proportion is money spent by UK Gov, not necessarily in Scotland, or even on Scotland, and certainly not after consultation with Scotland

GERS only shows how Scotland performs as part of the UK
