I think those in the U.S. who want us to stop sending weapons don't want $ going to the Russian opposition, either. I don't know about other countries, though.

Putin indicated he "might" be willing to release the WSJ writer if the U.S. convinces Germany to release a high-profile Russian assassin. I don't think that will OR should happen.
