Dear United States Senate,
Tanzania's Minister of Foreign Affairs, Mahmoud Kombo, recently spoke in the Tanzanian Parliament in Dodoma, claiming that your proposed bill to impose sanctions on Tanzania is politically motivated. Additionally, Bulayo, another member of Parliament, expressed concerns that the bill does not provide them an opportunity to defend themselves, arguing that you have never visited Tanzania to discuss these issues directly with them.
This assertion is problematic. The Tanzanian regime is the one refusing to allow a fact-finding mission from the EU Parliament's Human Rights Committee, as well as refusing to invite the SADC or UN Missions. They are also uncooperative with the AU Mission, which is an international, independent commission. Now, the regime pretends to extend an open hand to the US Senate. Your proposal suggests that a UN Mission visit Tanzania to address this issue.
Moreover, Tundu Lissu remains in prison under politically motivated charges. Do you need to visit Tanzania to know that Tundu Lissu is imprisoned? You have proposed that he and other political prisoners be released, and you do not need to be in Tanzania to confirm this situation. Kidnappings are occurring, and Tanzanians need constitutional reforms, yet the regime shows no effort to facilitate this process. Your stance reflects the perspective of many Tanzanians but runs counter to a regime that does not represent the people. In fact, Kombo has stated that they will not release Lissu, underscoring the urgency of voting on your sanctions as soon as possible to take action against the regime.
Kombo further claimed that the Tanzanian government would cover your travel and accommodation expenses if you were to visit and better understand the context of police shootings that have resulted in the deaths of thousands of citizens who were allegedly accused of throwing stones at police officers. He also wants to discuss the fatal shootings that occurred on October 29, 2025.
This raises an important question: Is it appropriate for US officials to accept travel expenses from foreign governments while performing their official duties? For instance, can a senator accept funding from the Tanzanian government while investigating events surrounding election day?
In simpler terms, the Tanzanian government is suggesting that it will attempt to influence you to support its position, assuming that you might be motivated by political deals. This government has a history of trying to bribe individuals for praise and support, thereby positioning you alongside others viewed as corrupt and lacking integrity.
The regime must be held accountable for its actions, including revealing who ordered the police to shoot and kill innocent citizens. They need to explain what happened to the thousands of bodies that were left in the streets and where these bodies have been taken. We deserve to see the final respects and burial services for our brothers and sisters. There are reports that bodies from various mortuaries across the country have been taken to a mass grave, while others have been buried in undisclosed locations.

The High Court of Tanzania, Dar es Salaam Sub-Registry, has today, Thursday May 28, 2026, officially struck out and dismissed a civil case filed by former CHADEMA Zanzibar Vice Chairman Saidi Issa Mohamed and others against the CHADEMA Board of Trustees and the partyโs Secretary General.
The case concerned claims over the equitable distribution of CHADEMA assets between Mainland Tanzania and Zanzibar.
In his ruling, Justice D. Ngunyale held that the plaintiffs failed to specify in their pleadings when the alleged violation began, making it impossible for the Court to determine whether it had jurisdiction to hear the matter.
The Court further ruled that the statement of claim contained major procedural defects and upheld CHADEMAโs preliminary objection.
