جبری طور پر گمشدہ افراد کے کمیشن میں ایک بار پھر میرے والد کے کیس کے ساتھ کئی دیگر گمشدہ افراد کے لواحقین پیش ہوئے۔ مگر ہمیشہ کی طرح ہم سے ایک ہی سوال پوچھا گیا کہ “آپ کے لوگوں کو کس نے اٹھایا؟” سولہ سال گزرنے کے باوجود آج بھی ہمیں جواب دینے کے بجائے سوالات کیے جاتے ہیں، یہی کمیشن کی سنجیدگی کا عالم ہے۔
کل کی پیشی میں ہمیں ایک نیا فارم دیا گیا، جس میں لکھا تھا کہ گمشدہ افراد کے لواحقین فارم بھر کر پچاس لاکھ روپے وصول کریں اور خاموش ہو جائیں۔ یہ حکومت کی جانب سے کمپنسینش کے نام پر ہمارے گمشدہ پیاروں کی قیمت لگانے کی ایک اور کوشش ہے۔ ہم نے ماضی کی طرح اس آفر کو بھی مسترد کیا ہے، کیونکہ کوئی رقم ہمارے درد، تکالیف یا ہمارے پیاروں کی زندگیوں کا مداوا نہیں ہو سکتی۔ ایسے آفر ہمارے زخموں پر نمک چھڑکنے اور ہمارے جذبات کی توہین کے مترادف ہیں۔

اگر ریاست واقعی گمشدہ افراد کے لواحقین کے لیے کچھ کرنا چاہتی ہے، تو ہمارے سوالوں کے جواب دے کہ ہمارے لوگ کہاں ہیں اور کس حال میں ہیں؟
کمیشن اپنی سنجیدگی کا ثبوت دے اور محض سوالات دہرانے کے بجائے حقائق پر مبنی پیشرفت دکھائے۔

ہم اپنے گمشدہ عزیزوں کی بازیابی اور سچائی کے مطالبے پر قائم ہیں، کوئی رقم یا وقتی آفر ہمیں خاموش نہیں کر سکتی۔ ہمیں صرف اپنے پیاروں کے بارے میں سچ چاہیے۔

Today marks the fourth consecutive day of the sit-in protest by families of forcibly disappeared persons and detained leaders of the Baloch Yakjehti Committee (BYC) in Islamabad.

Since the beginning of the camp, the protestors, including women, children, and elderly family members—have been denied the right to set up the camp. Whether under pouring rain or in scorching heat, they have continued their peaceful demonstration on the bare footpaths, without tents or shade.

Today, in a further attempt to suppress the protest, authorities have sealed off the roads leading to the Islamabad Press Club, blocking the protestors access to continue the sit-in.

This ongoing restriction on the right to peaceful assembly, combined with the targeting of BYC leadership through illegal detentions, reflects a deliberate and systematic attempt to silence Baloch voices.

Systematic Judicial Bias and Human Rights Violations Against BYC Leadership: An Urgent Call for International Attention

The central leadership of the Baloch Yakjehti Committee (BYC) was once again produced before the Anti-Terrorism Court (ATC) in Quetta following the completion of a 10-day physical remand. Despite the earlier conclusion of their detention under Section 3 of the Maintenance of Public Order (3MPO), they have now been falsely implicated under newly fabricated FIRs. The Counter Terrorism Department (CTD), however, failed to present any substantive evidence or credible charges before the court that could establish the accused's culpability.

Disturbingly, today’s court proceedings concluded with an additional 15-day physical remand being granted without any substantive arguments or legal justification. The conduct and verdict of ATC Judge Mohammed Ali Mubeen appear to reflect undue influence and coercion by Law Enforcement Agencies, rather than an impartial application of justice. This pattern of judicial compliance with executive overreach not only undermines the sanctity of the legal system but also erodes public trust in the judiciary which is a pillar that should stand independent and immune to state manipulation.

Adding to the concern, the house of Dr @SabihaBaloch_ prominent central leader of BYC was recently raided by personnel of the Frontier Corps (FC). Armed men stormed her residence, subjecting her family to severe physical and psychological abuse. It is crucial to note that Sabiha Baloch’s father, Mir Basheer Ahmed, has been forcibly disappeared by state agencies for over three months. His whereabouts remain unknown, and his family continues to be denied any form of due process or information, in direct contravention of domestic and international legal standards.

These acts of enforced disappearances, arbitrary arrests, and collective punishment constitute serious violations of both Pakistan’s constitutional protections and its obligations under international human rights law. Specifically, these actions violate:

Articles 9 and 10 of the Constitution of Pakistan, which guarantee the right to liberty and fair trial.

The International Covenant on Civil and Political Rights (ICCPR), ratified by Pakistan, which prohibits arbitrary detention and upholds the right to a fair trial.

The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which Pakistan is a signatory to.

The United Nations Declaration on the Protection of All Persons from Enforced Disappearance.

Customary International Humanitarian Law, which prohibits collective punishment and reprisals against civilian populations.

These escalating actions have risen to the level of war crimes, as defined under Article 8 of the Rome Statute of the International Criminal Court, particularly in the context of targeting civilians and political activists in conflict-ridden regions.

We urge both national and international human rights organizations including the @UNHumanRights (UNHRC), @amnesty (AI), @hrw (Human Rights Watch) and @ICRC (International Committee of the Red Cross) to immediately intervene and investigate the systematic abuse being perpetrated against the Baloch civilians, especially members of BYC and their families.

We demand:

1. Immediate release of the unlawfully detained BYC leadership.

2. Accountability and transparency concerning the whereabouts and wellbeing of Mir Basheer Ahmed and other forcibly disappeared individuals.

3. An end to the use of collective punishment and militarized raids targeting civilian homes and family members.

The ongoing crackdown on peaceful Baloch activism represents not only a humanitarian crisis but a grave threat to the rule of law and democratic principles in Pakistan. Silence in the face of such violations is complicity. The international community must act before more lives are silenced under the shadow of impunity.

⦿ On 19 March 2025, BYC held a press conference at the Quetta Press Club exposing the illegal harassment of its leaders and members by Pakistani armed forces.

Just days earlier, on 12 March, Gulzadi, a BYC member, was enforcedly disappeared from her room near Barwary Road. While in illegal custody, she was pressured to quit BYC and forced to join parliamentary politics under the Pakistani state. She was further coerced to issue a false statement against Dr. Mahrang Baloch—branding her and the BYC as “Indian proxies” or “foreign-funded.”
Gulzadi refused. She rejected every fabricated demand while under interrogation by intelligence and military agencies.

In Naal and Kalat, other BYC members were also harassed and threatened by law enforcement officials. Following these events, the BYC leadership stood with its members at the Quetta Press Club to publicly expose the intimidation campaign.

⦿ On 17 March 2025, family members of Baloch missing persons gathered at Civil Hospital, Quetta after the ISPR (military media wing) claimed responsibility for killing 33 Baloch armed fighters. However, the Baloch armed group acknowledged only thirteen bodies. In response, the families reached the hospital and demanded identification of the bodies — but the authorities refused.

Later, thirteen bodies were reportedly buried in Kasi Graveyard, raising fears among the families that they were in fact their loved ones—victims of enforced disappearance and fake encounters.

⦿ Since this pattern is not new. In Turbat, for instance, Balach Mola Bakhsh, who had been in CTD custody and was on trial, was later killed and falsely declared a militant by state forces.

The Baloch Yakjehti Committee (BYC) firmly states:
The bodies were buried without DNA testing, without notifying the families, and without verifying their identities. And BYC only demand was that the bodies be properly identified—families have the right to know. As in previous cases, these were likely victims of enforced disappearance, —not battlefield deaths.

جیسے کہ آپ دیکھ رہے ہیں کہ دشمن بڑی “بہادری” سے بلوچ نسل کشی کو جاری رکھے ہوئے ہے۔ وہ “بہادری” سے رات کے اندھیرے میں اور دن کی روشنی میں ہمارے نوجوانوں کو جبری طور پر گمشدہ کر رہا ہے۔ آج وہ چھوٹے بچوں کو بھی جبری طور پر گمشدہ کر رہا ہے، اور خواتین کو بھی جبری طور پر لاپتہ کر رہا ہے۔ اس سب کی وجہ ہماری خاموشی ہے۔جب دشمن یہ دیکھتا ہے کہ ہم خوف کا شکار ہو چکے ہیں، تو وہ اور زیادہ بہادر بن جاتا ہے۔

ہمیں یہ سمجھ لینا چاہئے کہ ہماری مدد کے لیے کوئی اور نہیں آئے گا۔اپنی نسلوں کی حفاظت اور اپنے لوگوں کو بچانے کا ہمارے سوا کوئی آسرا نہیں۔ہمیں خود آگے آنا ہوگا، اور اپنے لوگوں کے لیے آواز بلند کرنا ہوگی۔

ہم تمام لوگوں سے درخواست کرتے ہیں کہ جب ان کے عزیز جبری طور پر لاپتہ کیے جائیں تو وہ خاموش نہ رہیں۔ وہ آگے آئیں، اور ظلم کے خلاف بولیں۔اور ہم پورے بلوچ قوم سے اپیل کرتے ہیں کہ وہ ان متاثرہ خاندانوں کا ساتھ دیں۔

کل بیسیمہ میں ماہ جبین بلوچ کی رہائی کے لیے ایک احتجاجی ریلی نکالی جائے گی۔ہم بیسیمہ کے عوام سے گزارش کرتے ہیں کہ وہ اس ریلی میں بھرپور شرکت کریں۔اور ہم اپنے بلوچ قوم سے اپیل کرتے ہیں کہ لاپتہ افراد کے لواحقین کو تنہا نہ چھوڑیں۔

بلوچستان میں لاقانونیت ایک انتہائی مایوس کن حد تک پہنچ چکی ہے جبر اپنے انتہاء کو پہنچ چکی ہے۔ جبری گمشدگیاں روز بروز بڑھتی جا رہی ہیں، اور ہر دن سوشل میڈیا پر ایک نیا ہیش ٹیگ، ایک نئی درد بھری کہانی، ایک اور اذیت اور تکلیف سامنے آتی ہے۔ جبری گمشدہ افراد کے لواحقین کا کرب ناقابلِ بیان ہے، مگر ہم ایک بے حس، جابر اور ظالم نظام میں بے بس نظر آتے ہیں۔

نہ یہ دردناک داستانیں دنیا کو جھنجھوڑ پا رہی ہیں، اور نہ ہی ہمارے حکمرانوں یا قانون نافذ کرنے والے اداروں کے دلوں میں کوئی ہلچل پیدا کر رہی ہیں۔
