I visited Oslo last week where they're acutely aware that the length & depth of their winters are diminishing. The wheels below show that in 1900 there was a 92% chance of a 'white winter' (100 days of snow + good ski conditions). Today's its 53%, dropping to just 20% by 2100.

Are there any other industries in which the Govt is partially outsourcing the emissions reductions?
