I think that funding the formalization of math and associated computational tools, including AI/ML tools and hardware can result in huge gains in productivity and creativity of mathematicians, and lead to a resolution of Collatz and benefit Math in general.
A very interesting thought on whether $1 billion and focussed approach for a decade can lead to settling collatz conjecture.
The main bottleneck here is the time and productivity of mathematicians who have to build tools and connect different fields.
