Uganda's Penal Code Act, under Section 115, criminalises conduct intended to insult a woman's modesty. However, the Constitutional Court has ruled that limiting this protection to women is discriminatory and that the law must clearly define prohibited conduct.

Should the law protect human dignity without unnecessarily restricting freedom of expression? And shouldn't that protection extend equally to everyone?
