Team code reviews used to be common place and mandated. Code reviews (via print out or PR) is time consuming.

Uncle Bob is saying that peer programming is the most efficient way to “review” code (shift left).

MS want to sell you compute so they’ve improved their languages and runtimes considerably to attract devs to Azure.
