There has been limited progress on #DigitalInclusion for #PersonsWithDisabilities in many African countries. At a recent Disability Inclusion Conference in Addis Ababa, Safaricom Ethiopia CEO Wim Vanhelleputte, put it plainly: inclusion means designing with persons with disabilities ,not just for them.
Yet across Africa, telecom operators continue to treat accessibility as optional. Operators must prioritise it by establishing senior management functions for accessibility and embedding universal design into products from the start.
We documented these findings & recommendations in our report "ACCESS DENIED: How Telecom Operators in Africa Are Failing Persons With Disabilities."

The Multi-stakeholder Dialogue on Business and Digital Rights has officially commenced, highlighting the critical intersection of corporate operations and fundamental freedoms in the digital age.
In her opening remarks, Ms. Laurianne Comard, Programme Officer at the European Union, underscored the EU’s commitment to fostering ethical business environments in Uganda. A central pillar of this effort is the support for the Uganda National Action Plan on Business and Human Rights, backed by over 20 billion UGX. This funding is dedicated to strengthening human rights practices, with a specific focus on protecting labor rights and women's rights within business operations.
This initiative is channeled through the "Advancing Respect for Human Rights by Businesses in Uganda" project (also known as the Business and Human Rights project).

At the Multi-stakeholder Dialogue on Business and Digital Rights, Ambrose Ruyooka, Assistant Commissioner for Research and Development at the Ministry of ICT and National Guidance, shared critical updates on Uganda’s journey toward a robust digital governance framework.
Key highlights from his address include:
1⃣A Comprehensive Governance Framework: The Ministry has established a National AI Task Force that brings together the private sector, academia, and civil society to guide the development of an AI governance framework rather than jumping straight into legislation.
2⃣The Four-Pillar Strategy: The framework is built on a strategy for Artificial Intelligence and Emerging Technologies, focusing on infrastructure, finance, data, and human rights, all while remaining aligned with the African Union and East African Community strategies.
3⃣Prioritizing Standards and Ethics: Uganda is actively adopting global standards like ISO/IEC 42001 and collaborating with UNESCO on an ethical AI readiness assessment to ensure local developments meet international benchmarks.
4⃣Defining Data Sovereignty: Sovereignty is viewed through the lens of data control and technical capacity, ensuring that Ugandans are not merely consumers but have the independent ability to manage and gain value from their digital systems.
5⃣Evidence-Based Regulation: The government is committed to a Regulatory Impact Assessment (RIA) to determine if new laws are necessary, specifically aiming to avoid over-regulation that could stifle local innovation.
The upcoming National Artificial Intelligence and Emerging Technologies Strategy, expected in June, represents a major step toward positioning Uganda as a leading technology hub by 2040.

The Learning and Reflection Bootcamp on Digital Rights concluded yesterday with a renewed commitment from partners to advance the Business and Human Rights (BHR) agenda within Uganda’s digital landscape.
Over two days, civil society organisations, SMEs, and businesses came together to exchange months of lessons learned, reflect on progress, and identify practical ways to strengthen their impact.
Beyond reflection, the bootcamp focused on building long-term sustainability. Sessions on financial literacy and resilience encouraged partners to think beyond seed funding and adopt strategies that ensure continuity and growth.
Participants were also supported to integrate a Digital Rights Toolkit into their business models, strengthening cybersecurity practices and enhancing user privacy.
The bootcamp concluded with the development of a collaborative roadmap, outlining clear strategies for both CSOs and businesses to champion digital safety, particularly for women and children, while embedding human rights at the core of digital innovation.
