Sub: Objections on the draft of ward delimitation plan for maps of wards 4 & 15 for upcoming PMC Civic Elections

Dear Sir/Mam,
This is with reference to the draft of ward delimitation plan published on 22-Aug-2025 for the upcoming PMC civic elections. We have gone through the boundaries mentioned in draft plan for wards 4 & 15 and have also taken the views and reactions from the Kharadians. We have strong objections on the boundaries of ward 4 & 15 considering below points:
Kharadi area is Split in 2 different wards i.e. 4 & 15: Since 2009 Kharadi area is considered under single ward / prabhag and this time also it needs to be under single ward considering the developments made till now and from future perspective too. We believe this change is illogical, unjustified, and detrimental to effective civic governance, placing below major logical reasons for Kharadi to be treated as a single ward:
Objections:
1. Historical and Geographical Continuity: By considering natural boundaries (as per election commission guidelines Section 5(3)), roads connectivity, Infrastructure & Civic issues, societies falling under Kharadi must be part of single ward. Our societies listed below have always been an integral part of Kharadi. The area is geographically and functionally connected to the rest of Kharadi — with shared roads, infrastructure, schools, healthcare facilities, and markets. Moving us to Keshavnagar ward (till manjari) creates an artificial divide that has no historical or administrative justification. Also the traffic in River Bridge and Mundhwa Chowk is a big hindrance.
a. Connected societies in Kharadi are divided in 2 different Wards. Ganga Constella, Forest County, Gulmohar Queenstown, Mount & Glory, Marvel Cerise, Gera Societies are seen in ward 4 and Ganga Arcadia-2, Ganga Altus, Riverdale - Heights, Residences & Suites, Nyati Empire, Nyati Elysia all 8 towers plus, MHADA, Liviano, Zen Estate, Unique Youtopia, Serio, Thitewasti societies are seen in ward 5.
b. Kharadi itself has a voters count @65,000 which itself constitutes to a single ward
c. Residents of Kahardi Societies will get confused in which ward to vote or which candidate to vote for and which ward office to represent the civic issues. This is completely unacceptable.
2. Dilution of Civic Accountability:
Currently, Kharadi functions under a single civic identity, making it easier for residents to approach authorities and hold elected representatives accountable. Splitting our societies into Keshavnagar ward will fragment civic responsibility between multiple Corporators, leading to delays, duplication, and confusion in developmental work and grievance redressal.
3. Disruption in Civic Services:
Our societies are accustomed to accessing civic services and ward offices aligned with Kharadi. Under the new plan, residents will be forced to approach Keshavnagar offices, which are geographically inconvenient and administratively disconnected from our area. This will severely affect grievance redressal and timely delivery of services.
4. Impact on Development Priorities:
Kharadi has a large and established population with pressing infrastructure needs. By moving a cluster of well-established Kharadi societies to Ward 15 — which itself requires basic civic improvements post-merger — there is a high risk that our development priorities will be diluted, funds misallocated, and residents’ needs ignored.
5. Voter Confusion and Representation Issues:
Kharadi alone has over 65,000 voters, more than enough to constitute a full ward. Splitting societies into Keshavnagar creates confusion among voters about candidates, representation, and civic jurisdiction. This undermines the principle of fair and effective electoral representation.
Our Request / Suggestion:
We urge the PMC to reconsider the draft and retain Nyati Empire, Riverdale, Nyati Elysia, and all adjoining societies within the Kharadi ward 4, maintaining the natural and logical integrity of the area.
We sincerely request you to correct this anomaly in the interest of good governance, accountability, and the welfare of over 20,000 citizens affected by this change.
In view of this we request you to give a good thought to above points and let Kharadi residents vote under single ward considering its future growth.

Suggestion is to add the Kharadi Societies (mentioned above i.e. area marked in green color) back to Ward 4. Right now they are included in ward 15 I,e, Manjari (B)- Sade satra Aatra Nali which has not correlation @PMCPune
It’s sad that “pehelwan” has now reduced himself to a real estate agent. Perhaps that’s who they all really are. Sell outs to the real estate mafia who have no vision, ability or courage to embrace sustainable development…
Here’s the real deal.
Not a single road in pune is world class.
Traffic is in perpetual grid lock. In fact 90% of people do not access roads during peak traffic hours unless absolutely necessary. Pune has only 2100 kms of roads and 7 million vehicles - 4 million bikes and 3 million cars. Its roads at best can carry 5 lakh cars, even if you 5X Pune’s roads you can’t accommodate the existing vehicle population. We desperately need public transportation - No More Roads.
The garbage in pune is picked up from your doorstep and dumped at another’s.
Pune has the dubious distinction of being one of the most polluted cities in India.
With UDCPR there is now unlimited FSI and unlimited stacking of traffic on top of each other. Welcome more flyovers and more roads and more traffic.
Increased concrete consumption is leading Pune to become a heat sink. 46.6 or 47 degrees centigrade is Pune’s new normal.
They’ve felled over 500,000 trees in the past decade to make way for buildings, traffic and roads.
Public transportation in Pune sucks, it needs 10,000 buses and has barely 1200.
The metro leaves much to be desired, it’s piecemeal in delivery and can at best ferry 5 to 6 lakh people at maximum throwput.
78% of Pune’s sewage is still untreated and dumped into the river. Over 15% of Pune’s population is dependent on tankers for dubious quality water supply.
The riverfront development is a joke, it’s actually an excuse for a 30 metre road to be foisted upon the city.
& now instead of replanning pune across PMRDA and its 9000 sq kms or across the district 15642 sq kms.
These national traitors masquerading as public representatives who now got elected by dumping bribe money into rural paupers accounts “Laadki bahin” and later now personify real estate development as their subtle way to make political ends meet are throwing the city under the bus while we watch and cheer the death of our city. Not one of them actually gives a shit about the city. All they seem to want is Commissions… slickly packaged in the video - must watch.
