Odds are, fuel shortages will start turning up in the region save for UG who also have such an arrangement (ET wako hapo tayari) or there is a lag and their hikes will be the same.
The difference is they do not have crazy taxes so it will still not be as steep.
KNBS is changing its name to Kenya Statistics Authority (KSA) as per the Statistics Bill 2026. Here are the highlights:
1. Name change to Kenya Statistics Authority.
2. Collection of Biometric Data.
3. Establish County Statistics Office.
4. Establish National Statistics Fund.
5. Establish National Statistical System.
6. How to petition census results.
In brief, here's what we think about each one of these.
First, government bodies like KRA are moving away from calling themselves an "Authority" in favour of "Service." KNBS, calling itself an authority, may reflect a change of culture that tilts towards regulation and enforcement. This is likely to cause issues for an organization that is public-facing and often requires the goodwill of the people to collect credible statistics.
Second, KSA will start collecting and processing biometric data such as fingerprints, iris patterns, facial images, or other identifiers during census and surveys. These data will go through the usual processes of anonymization and privacy protections. However, even with good intentions, we believe Kenyans have become quite paranoid given government overreach in recent years, and biometric data collection may be a cause for concern, if not now, later. We've seen this with the negative reception of the health data deal between Kenya and the USA, Huduma numbers, and other such initiatives. With the KNBS becoming an authority, this may not look good even for PR purposes.
The establishment of the County Statistical Office is long overdue, and we believe county data has always been scarce and fragmented. KSA solves this by introducing a County Statistical Office in each of the 47 counties. This means, at least, we get the county statistical abstracts for all the counties annually, and on time.
Like the County Statistical Office, the National Statistical System is long overdue and coordinates data collection and processing across government ministries, county statistical offices, parliament, judiciary, and state departments. This means KSA will oversee how these entities produce, manage, and disseminate official data, which generally improves the quality of data that reaches the public. Currently, we have ministries and SDs that disseminate data as an afterthought, and as you'd expect, such data is usually of a very low quality.
If the new bill passes, we will also see a more formalized approach to petitioning census results. This comes after KNBS was ordered by the courts to do a fresh census for Mandera, Garissa, and Wajir. However, if you are going to petition the census, you'll need to establish clearly the grounds of the petition, including whether its because of errors in methodology, systematic exclusion, or undercount, manipulation or falsification of data, procedural irregularities, and failure to adhere to statistical standards. After establishing the grounds of the petition, you'll be required to provide verifiable evidence, identify the geographical area you believe is affected, and highlight the type of correction you want. A panel will be formed to verify, and if indeed errors exist, further guidance will be offered.
Finally, KSA seeks to establish the National Statistics Fund. This is interesting, considering how costly collecting and managing data can be. For example, after the United States stopped USAID funding, the DHS lost most of its revenue, effectively dismantling KDHS and other surveys relevant to Kenya. If this fund were to mitigate such issues, then it makes sense.
Overall, the name change sounds like a bad idea; the collection of biometric data is risky if not properly handled, and the establishment of county statistical offices, the national statistical system, and the statistical fund makes sense. @KNBStats
