The subjct reform wil turn out to be a downright fiasco & absolute collapse of distrct admn bcz BCS ofcrs can't get next higher grade widout pasing Dprtmbtl exam conducted by BPSC while lower subordnts of secretariat get promoted widout taking a single paper.

Merger is ilegal as declrd by https://t.co/3Q0lw16eae in CAs:580-590. PMS shd be prospctv nt retrospective in nature. PMS must be for futur initial recruitment of civil servants, bcz 11 occupationl grups of Css don't claim to be mergd in PAS cadre.
