Yesterday, Minister @onduhungirehe joined the Embassy of Germany and German community in Rwanda to celebrate German National Day.
In his remarks, he highlighted the longstanding friendship between Rwanda and Germany and reaffirmed Rwanda’s commitment to further strengthening bilateral cooperation and advancing shared priorities.

The Deputy Inspector General of Police in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, received a delegation from India’s Rashtriya Raksha University (RRU) at the Rwanda National Police (RNP) General Headquarters in Kacyiru.
The meeting explored potential areas of cooperation, including professional training, capacity building, research, knowledge exchange, and other areas of mutual interest in policing and security.
President Tshisekedi should stop continuing to lie because his plan is to support the FDLR and attack Rwanda using MONUSCO helicopters. The DRC government has supplied the FDLR with weapons, ammunition, food, and money.
Neutralizing the FDLR and ending the collaboration between FARDC and FDLR are among the key commitments under the Washington process. Yet the Secretary-General's report confirms that the FDLR continues to operate in Rutshuru, Masisi, Nyiragongo, and Walikale.
Information available to us also indicates that in 2026, operational cooperation continued between FARDC, FDLR, Wazalendo, and other allied groups. Here are some examples:
On 10-11 February: FARDC helicopters and trucks transported 13 tons of small-caliber ammunition to Pinga and Kibua. Six tons of it were then handed over to FDLR commanders and other armed group commanders.
On 8 March: FARDC helicopters transported 12 tons of ammunition and food rations to Ntoto, where they were distributed among FARDC, FDLR, PARECO, and APCLS.
On 31 March: FARDC helicopters delivered 1,693 rifles, 6 tons of ammunition, and cash incentives intended for FDLR and other armed groups.
April, June, July: This pattern continued.
On 15 August: FARDC was reported operating alongside CNRD, FLN, FDLR, and Wazalendo Nyatura in Walungu territory.
What matters is not any single incident, but that the pattern continued from January to August, at the very time when the neutralization of the FDLR was supposed to be advancing. All of this information was shared in real time through the JOC and JSCM for verification.
Warning against shifting the goalposts
Rwanda cautions against any attempt to move the goalposts. The arrangements the DRC government is pursuing with the FDLR are not the neutralization agreed in Washington, and they were never part of the Accords. Within the JSCM, the parties have already identified and mapped FDLR locations, including its political and military command structures.
The DRC government has also signed several protocols with FDLR and affiliated leaders, most recently on 29 August 2026. The Washington Peace Agreement, with its agreed CONOPS and OPLAN, already sets out the obligations, operations, sequencing, verification, and timelines.
These commitments cannot be reinterpreted unilaterally or selectively based on new preconditions, or replaced by separate deals with the very armed groups that the DRC government had committed to neutralize.

Thirty-six years later, their legacy remains relevant. In the Great Lakes region, communities continue to face hate speech, persecution and the denial of their fundamental rights and dignity.
As Rwandans, let's continue to uphold the values for which the Inkotanyi fought for: unity, dignity and patriotism.
