I recently accessed European Commission archival documents from 1982 relating to an EC–European Investment Bank mission to Syria, and I was struck by how contemporary the diagnosis felt.

More than four decades ago, the mission concluded that European support faced three main obstacles:
• Syrian institutions struggled to navigate European procedures;
• coordination between planning bodies and implementing agencies was weak; and
• European financing often lost out to partners offering faster and simpler alternatives.
More than four decades later, as the EU re-engages with post-Assad Syria through technical assistance, recovery support, and renewed cooperation, these same challenges continue to shape implementation.
My latest article shows how the problems identified in 1982 map onto today’s challenges. Following renewed engagement with Syria, the EU's main challenge is no longer whether it is willing to support Syria, but whether its instruments can be understood, absorbed, and effectively used inside a rebuilding state.
The piece combines archival research with interviews conducted over recent months with European officials, diplomats, and practitioners working on Syria.

Urgent Statement Addressed to the United Nations Regarding the Siege Imposed on the City of Kobani (Human Rights Organization in Syria Human Rights Organization in the Euphrates)
Our organization follows with grave concern the serious humanitarian developments resulting from the siege imposed on the city of Kobani and its countryside for several days. This siege places the lives of approximately half a million civilians at direct risk amid harsh living conditions that are deteriorating day by day.
The complete cutoff of water, electricity, and fuel, combined with the total lack of basic humanitarian aid—including food, medicine, infant formula, and heating supplies—has led to a sharp decline in the humanitarian situation. Furthermore, the Kurdish Red Crescent has reported fatalities among children due to extreme cold and the lack of medical care, serving as a dangerous indicator of an impending large-scale humanitarian catastrophe if immediate intervention is not undertaken.
The continuation of this siege constitutes a clear violation of International Humanitarian Law, particularly the obligations related to the protection of civilians and ensuring unhindered access to aid, in accordance with the Geneva Conventions and customary rules binding on all parties.
Accordingly, we issue this urgent appeal to: The United Nations, the Office for the Coordination of Humanitarian Affairs (OCHA), the International Committee of the Red Cross (ICRC), and all relevant international bodies to:
Take immediate action to lift the siege on the city of Kobani and its countryside.
Open safe humanitarian corridors to ensure the protection of civilians and the evacuation of the most vulnerable cases.
Deliver urgent humanitarian aid—including food, medicine, fuel, and heating materials—without any delay.
Secure access for international relief teams to assess needs and provide an emergency response.
Pressure all parties to ensure respect for International Humanitarian Law and prevent the imposition of any form of collective punishment on civilians.
We emphasize that the protection of civilians is a legal and moral responsibility of the international community. Any delay in intervention will exacerbate the suffering of the population and result in avoidable loss of life.
We demand urgent action before the current crisis turns into an uncontainable humanitarian disaster.

Due to the ongoing siege imposed on Kobani, five children (including infants) have tragically passed away so far as a result of the severe drop in temperatures and the acute shortage of heating fuel and essential medical supplies.
The continuation of this siege poses a grave and direct threat to the lives of children, the sick, and the elderly.
We urgently appeal to the international community, as well as humanitarian and human rights organizations, to intervene immediately to break the siege and secure fuel and relief materials before more lives are lost.
We confirm that our staff, relief teams, and aid trucks are in a state of maximum readiness to move immediately and provide medical and relief support to our people in Kobani as soon as the road is secured.
Furthermore, we call upon all international powers and parties to exert urgent pressure to open a safe humanitarian corridor without any further delay.
