CONDEMNATION OF THE BRUTAL KILLING OF NURSE CHINEMEREM PASCALINA CHUWUMEZIEM OF FEDERAL MEDICAL CENTRE, ABUJA

I write on behalf of the National Association of Nigerian Nurses and Midwives (NANNM), FCT Council, to express our deep sorrow, outrage, and total condemnation of the unjust and brutal killing of our innocent young colleague, Nurse Chinemerem Pascalina Chuwumeziem, who was in active service with the Federal Medical Centre, Abuja.

The deceased nurse, having spent her day rendering selfless service to humanity and saving lives, closed from afternoon duty on 3rd January 2026 and boarded a vehicle on her way home. Tragically, she never made it home alive. Her lifeless body was later discovered, dumped in a most inhumane and heartbreaking manner. This wicked and senseless act is not only an attack on the nursing profession but also an assault on healthcare workers and humanity at large.

We hereby call on the entire security architecture in the Federal Capital Territory—including the Nigeria Police Force, the Department of State Services (DSS), and the Nigeria Security and Civil Defence Corps (NSCDC)—to immediately conduct a thorough, transparent, and professional investigation into the circumstances surrounding her death and ensure that the perpetrators are identified and brought to justice without delay.

The continuous harassment and attacks on nurses have further exposed the alarming level of insecurity faced daily by healthcare workers, particularly while commuting to and from duty. Our lives are no longer safe. Nurses leave their homes daily to save lives, yet many are uncertain of returning alive to their families.

We strongly call on the Honourable Minister of the Federal Capital Territory to urgently strengthen security around all hospitals in the FCT and at major junctions where nurses and other healthcare workers board vehicles, especially during early morning and late-night shifts. Where feasible, government should also provide safe and organised transportation for nurses to and from their places of work in order to prevent further loss of innocent lives.

Furthermore, we extend our heartfelt condolences to the immediate family of the deceased, the Management of the Federal Medical Centre, Jabi, Abuja, as well as nurses in the FCT and across Nigeria, over this painful and irreparable loss of our beloved daughter and dear colleague. We share in your grief and pray that God grants you the strength and fortitude to bear this devastating loss.

We demand justice for our fallen colleague and urgent government intervention to guarantee the safety and security of all nurses and healthcare workers in the Federal Capital Territory. Anything short of decisive action will further expose nurses to danger and erode public confidence in the nation’s security system.

JUSTICE FOR 13-YEAR OLD MASTER TIMOTHY DANIEL MONDAY MURDERED ON NEW YEAR’S DAY BY A SOLDIER ATTACHED TO STERLING GLOBAL

My heart has been heavy since last Friday when the sister of this young boy reached out to me to inform me about the gruesome murder or his brother.

Master Timothy Daniel Monday, a 13-year old JSS 2 student of Bensona International School, King Jaja Street, Borokiri, Port Harcourt, was murdered by a trigger-happy Army personnel on Thursday, 1st January, 2026.

The sister, Miss Miracle Daniel Monday, who is an eye witness to the tragedy, informed me that she and her family members attended a Cross Over Service at Mount Zion Church, Ette, in Ikot Abasi Local Government Area of Akwa Ibom State.

During the course of the service, Miracle stepped out with her siblings to urinate and were accosted by soldiers deployed to protect Sterling Oil Exploration & Energy Production Company Ltd. (popularly known as Sterling Global), a major Nigerian indigenous oil & gas firm involved in exploration and production (E&P).

According to Miracle, she told the soldiers to hold on for her to finish urinating, but her innocuous comment infuriated one of the soldiers who felt challenged.

The soldier then pushed her to the ground.

When she asked him why he pushed her, the soldier became more infuriated and then slapped her, and also assaulted her sister.

Another soldier later intervened, apologized to the two sisters and asked them to leave.

As they were leaving, they heard gunshots.

It turn out that the same soldier who had assaulted them had opened fire and killed Master Timothy instantly. The photos shared with me are too graphic for me to share. His brain was completely shattered.

The family reported the case to the Nigerian Army Cantonment 6 Battalion Wellington Basi Barracks, Ibagwa, Abak Local Government Area.

The case was also reported to the police.

I called Miracle this morning, she confirmed to me that till this moment, Sterling Global has not deemed it fit to contact or visit the grieving family.

I am calling on the Minister of Defence, the Chief of Army Staff, the General Officer Commanding (G.O.C.) of the 6 Battalion, Ibagwa, and the Akwa Ibom State Government to swiftly intervene in this case, ensure that the culprit is court-martialed for murder, and the family adequately compensated.

The nonchalant attitude of Sterling Global to this case, like in many other cases, is despicable and unacceptable.

No Nigerian should be killed in this manner by those who are supposed to protect them. The pain that this family has been subjected to is unimaginable. They live in Port Harcourt, and only went home for the holidays.

Section 33 of the Nigerian Constitution guarantees the right to life. No one should be deprived of this scared right, except in strict compliance with the manner set by the Constitution.

The decision by the National Assembly to re-gazette the tax law should worry Nigerians more than it reassures them. Rather than resolving the controversy, it deepens the constitutional and legal confusion surrounding the law.

Once a bill is passed by the National Assembly, assented to by the President, and gazetted, it becomes binding law. From that point, the text is settled. Any change that goes beyond correcting minor clerical errors must follow a formal amendment process, including fresh legislative approval and presidential assent. Re-gazetting cannot be used to rewrite substantive provisions of a law after the fact.

Re-gazetting is only lawful, which corrects harmless errors that do not affect rights, obligations, or procedures. Where changes touch on substantive matters such as appeal conditions, penalties, thresholds, or enforcement powers, it crosses a constitutional red line. That is no longer administrative cleanup; it is unlawful lawmaking.

The situation is made worse by the fact that Nigeria now has three official versions of the same tax law. One was published by the Federal Ministry of Information, another appeared on the Fiscal Reforms website, and a third is now being proposed through re-gazetting. This is unacceptable. Earlier gazetted versions do not disappear simply because a new one is issued. Unless withdrawn by law or nullified by a court, they remain official publications.

This creates serious legal uncertainty. Taxpayers, regulators, and courts are now confronted with competing versions of the same statute. Which one applies? Which one can be enforced? That uncertainty alone is enough to stall enforcement, invite injunctions, and trigger prolonged litigation.

More importantly, re-gazetting sidesteps the most serious issue: the allegation that a contentious law, duly passed and assented to, was materially altered afterward. If true, that is not a technical error. It is a grave breach of legislative integrity and potentially criminal conduct. Re-gazetting does not answer this allegation; it attempts to bury it.

This situation is totally unacceptable. The only responsible course of action is to immediately suspend the operation and enforcement of the tax law until these discrepancies are fully resolved. The certified harmonised version that was passed must be released to the public, and those responsible for any post-assent alterations must be identified and held to account.

A country governed by law cannot operate with multiple official versions of the same statute. Until clarity, legality, and accountability are restored, this tax law lacks the moral and legal authority to be enforced.
