The vote to give 250 million ARB to the @arbitrum Foundation is in full swing, but there are a couple of interesting things.

The address that the funds will be sent to is a new one and all the signatories are new addresses.

Forum moderator stonecoldpat confirmed that this wallet is connected to the Arbitrum Foundation, but are we really supposed to take one person's word on the forum when it comes to 250 million ARB?
He claims that this is how they keep the signatories' identities secret.

I voted against allocating such a huge amount because I can't see where the money is being spent, and now I can't see who is spending it.
Is this normal practice?
