The #Kerala High Court has ruled that no fees will be charged to Foreign Medical Graduates (FMGs) for their internship. This decision follows a petition filed by Kerala FMGs against the imposition of illegal fees for internships.

👉State's Role in Stipend: The NMC's discretion to state authorities is limited to determining stipend payments for FMGs, not fees (Document 2).
👉Court Review (W.P.(C) No.23663/2021): A Division Bench reviewed the NMC's policy, affirming that no fee should be charged from FMGs for internships, as per the NMC's Circular dated March 4, 2022 (Document 3).
👉Internship as Employment (Judgment, May 31, 2025): The court recognized that interns, including FMGs, work in a resident medical capacity, performing duties like examining patients and prescribing medicines, which amounts to employment by Medical Colleges/General Hospitals (Document 4).
👉NMC Act, 2019 Mandate: The NMC Act, 2019, mandates stipend payments to interns and aims to make medical education affordable, prohibiting internship fees for Medical Graduates, including FMGs (Document 4).
👉Illegality of Kerala Government Order: The court found the Government of Kerala's Order (GO(Rt) No.987/2025/H&FWD) dated April 3, 2025, which likely permitted charging fees, to be illegal and ultra vires (beyond legal authority) as it violated the NMC Act, 2019 (Document 4).

Qualified FMG students should be treated equal to IMG students.
Why always there is discrimination for #FMG for giving stipends
along with adding 2-3 years internship is harassment for them

As Member of DMC I have closely seen frustration, struggle, despair of FMGs. We tried our best to help in Delhi. I have no hesitation in saying that NMC & other State Councils have prejudice towards them @official_afa_@official_aimsa@dentodontics@FordaIndia@NMC_IND@JPNadda

Demands of #FMGs are very genuine. Keep fighting for your rights, do protest or social media trending , we are with you but personal attack or any kind of “badtamizi” with seniors will not acceptable.

Mam , my humble request to you to please help them , guide them . As 2-3 Yr of internship is a mental stress for them.
A FMG who have cleared Exit exam is a potentially competent doctor and 1 Yr of internship is enough.

FMGE should be treated at par with National exams! Make the qualifying exam as difficult as you want, assess the FMG thoroughly for medical knowledge, clinical application etc. But once someone clears the FMGE, they should be treated at par with National Graduates. This is a norm everywhere in the world. No sense in increasing internships and providing lesser paid opportunities and creating a divide.
