Dear @StateDept@AfricaUnions@UN@EU_Commission@RefugeesIntl This statement highlights the ongoing and critical security, humanitarian, and human rights challenges faced by Internally Displaced Persons (IDPs) from Western Tigray—specifically those from Tselemti Woreda who are currently in Endaba Guna.
Despite the provisions of the Pretoria Peace Agreement aimed at restoring normalcy and facilitating safe returns, the reality on the ground remains volatile.
### Key Issues Highlighted
* **Re-Displacement & Violence:** IDPs report facing severe atrocities, including massacres, arbitrary arrests, killings, and kidnappings, forcing them into a cycle of secondary displacement.
* **Insecure Return Conditions:** Displaced communities emphasize that being urged to return without proper security frameworks puts them in direct danger. They point to the restoration of the legitimate Tigray administration as a necessary prerequisite for a safe and sustainable return.
* **Humanitarian Crisis:** According to local coordinators, over 21,000 people have been newly displaced post-agreement from three woredas, including Tselemti. These individuals are currently lacking basic necessities such as shelter, food, and medical care, with many left living on the streets.
### Urgent Actions Required from the International Community
To prevent further suffering and ensure the integrity of the peace process, immediate intervention is needed from the tagged stakeholders:
1. **Independent Monitoring & Security Guarantees:** International observers (UNHCR, UN Human Rights, State Department) must verify the security conditions in Western Tigray and ensure that returns are strictly **voluntary, dignified, and safe**, as mandated by international law.
2. **Emergency Humanitarian Aid:** Rapid deployment of food, shelter, and medical assistance to Endaba Guna and surrounding areas is critical to support the newly re-displaced populations.
3. **Accountability for Violations:** Investigation into the reported post-Pretoria atrocities, arrests, and kidnappings to hold perpetrators accountable and deter further violence against vulnerable IDPs.
4. **Implementation of the Peace Agreement:** Pressure must be maintained on all parties to fully implement the political and security arrangements of the Pretoria Agreement, ensuring local administrations can guarantee the safety of all residents.
